신임경찰관의 교육훈련에 관한 의식조사

A study on education-training of recruited police officers : the importance and performance

현대의 경찰활동은 경찰과 시민의 상호작용을 매우 중요시 여기고 있으므로 경찰은 전문화되어야 한다. 이러한 치안환경의 변화에 부응하는 경찰활동의 수행을 위해서는 무엇보다도 인적자원의 개발이 중요하다. 이러한 인적자원개발을 위하여 새로운 지식과 기술 습득뿐만 아니라 새로운 환경변화에 대응하는 경찰공무원의 의식 및 행동의 변화를 위한 교육훈련을 실시한다. 일련의 교육훈련과정은 소양과목, 실무과목, 법률과목, 체력과목으로 나누어서 실시되고 있는데 신임경찰관들의 교육훈련성과를 위하여서는 교육과정의 중요도와 실행도를 살펴보는 것이 매우 중요하다. 중요도는 교육훈련의 평가속성인 이론교육과목에 대해 중요하다고 기대하는 개념이며 실행도는 교육에 대한 주관적인 인식성과를 의미하므로 실제직무활동에 속하는 현장실습에 도움이 되고 효과가 있었는지를 생각하는 정도인 것이다. 중요도와 실행도의 차이를 살펴보는 것은 신임경찰관들의 교육훈련만족과 관련된 것이며 이러한 중요도와 실행도의 차이가 크면 클수록 만족도 또한 낮아지는 것이다. 이 연구에서는 중요도와 실행도의 차이를 살펴보았으며 정책적 제언으로 실질적이고 도움이 될 수 있는 교육프로그램 개발에 그 목적이 있다.

With respect to the influence the importance and performance may have on the curriculum, the learning satisfaction tended to be minimal overall. The level of satisfaction being lower than anticipated can be interpreted as the training not serving its purpose. Therefore this study proposes the need for further studies to assist the improvement of police training. With the help of detail approach, the contents of the curriculum lacks practicality although the overall importance of the elementary subjects taken by recruited police officers was high, which in turn led to reduced learning satisfaction and performance as can be noticed from the motives for job. This suggests that evaluation of the curriculum has become a necessity and will subsequently provide with the clue for the development of elementary, legal, practical and physical subjects etc. As a final step, this study will propose methods by which we could improve the satisfaction of learning of lementary, legal, practical and physical subjects based on previously held debates.
