시군소득 발생의 지역적 격차 분석

An Analysis of the Regional Economic Gap by Si-Gun (City and County) level

2004년부터 2007년까지의 시군 소득세할 자료를 이용하여 점유비율, 상대평균편차 및 지니계수를 산출하여 정태적이 회귀분석의 단점을 보완하고자 먼저 시군집단 간 그리고 시군 전체의 불평등도를 측정했다. 위 자료의 2004년-2006년 평균으로 상대적인 Max-Min편차지수를 구하고, 이것을 종속변수로 한 시군 간 소득발생의 격차를 발생하는 요인을 분석하는 것이 본 연구의 핵심이었다. 시군 간의 소득격차를 나타내는 불평등도는 시간이 흐르면서 점점 더 커지는 추세를 보였다. 이러한 양극화의 추세 속에서 경제력의 집중현상이 큰 도시를 중심으로, 그것도 수도권을 중심으로 나타남을 알 수 있었다. 시군 전체의 소득격차에 대한 회귀분석을 한 결과 주요 변수인 3차 산업종사자, 건축허가면적, 2차 산업종사자 및 경제개발비는 통계적으로 유의한 것으로 나타났다. 그리고 시군집단별 특징을 알아보고자 인구 Dummy 변수를 넣어 분석한 결과 시군집단 간의 차이는 없는 것으로 나타났다. 이러한 공동적인 특징이 인구가 적은 군(郡)에서도 나타난다는 것과 그리고 시군 간 불균형의 정도가 시간이 지나면서 심화된다는 것은 국가의 균형발전정책적 관점에서 의미심장한 것이라고 할 수 있다.

Using four year data(2004 to 2007) of 155 Si-Gun(City and County), this study measures the relative economic unequality by calculating tax revenue share, standard deviation and Gini index among Si-Gun and groups of Si-Gun. We analyze the characteristics of the occurrence of the relative income gap among Si-Gun and groups of Si-Gun by ordering the coefficients of variation of the 3 year mean values during 2004-2006. We find that the economic unequality, which is estimated as a gross income gap among Si-Gun, increased during the period. The economic concentration continued around the big cities, and especially around Seoul metropolitan area. The aggravated income inequality induces by time show some meaningful implications for the balanced national development. The result of the regression analysis shows statistical significance level of the major regression variables such as the employees in the service and manufacturing industry, the approved building area and the expenditure of economic development. we divide all Si-Gun into 3 groups in order to study their social-economic characteristics. For the group Ⅰ, Ⅱ and Ⅲ of Si-Gun, the level of regional income gap is significantly affected by the employees of the service and manufacturing industry, the approves building area and the expenditure of economic development.
