Italy's Conservation and Restoration of Architectural Cultural Assets

본 연구는 이탈리아 건축문화재 보존정책에 대한 이해를 위하여‘건축문화재 보존정책’과‘건축문화재의 보존과 복원방법론적 특성’등 크게 두가지 관점에서 이탈리아 건축문화재의 보존과 복원에 관련된 전반적이고 개략적인 특성을 고찰하였다. ‘건축문화재 보존정책’에 있어서는 MIBAC(Ministero per i Beni e le Attivit&agrave; Culturali’)를 중심으로 구성되어 있는 각 조직별 특성과 업무내용을 살쳐봄으로써, 문화재에 관련된 보존, 복원정책에 관련된 의사결정과정과 집행과정상의 특성을 살펴볼 수 있었으며, ‘건축문화재 보존과 복원방법론적 특성’에 있어서는 <조사, 분석>, <계획, 설계>, <시공>에 이르는 건축문화재 보존과정의 전반적인 과정을 고찰하였다. 또한, 이러한 건축문화재의 보조 및 복원방법론의 실제사례로서‘재난’을 극복한 사례연구를 통하여 이탈리아 건축문화재 보존 및 복원방법의 우수성을 간접적으로 고찰하고자하였다. 끝으로, 재난에 관련된 건축문화재 관리체계에 있어서는 이탈리아 정부에서 건축문화재 위기 및 재난관리의 효율성을 극대화하기 위한 수단으로 사용되는 <Carta del Rischio del Patrimonio Culturale>운영체계 및 개략적인 구성을 살펴봄으로써 국내로의 적용가능성을 모색할 수 있는 기초자료로서 활용하고자 하였다.

This article examines the overall and broad features of Italy's Conservation and restoration of architectural cultural assets in the light of 'the policy to preserve architectural cultural assets'and 'the methodological feature of Conservation and restoration of architectural cultural assets', to understand the Italy's policy to preserve architectural cultural assets. In 'the policy to preserve architectural cultural assets', we can see the features of processes of decision-making and executing the decision in relation to the policy to preserve and restore the cultural assets by examining the their features and affairs of each organ in MIBAC(ministero per I Beni e le Attivit&agrave; Culturali'), and in 'the methodological feature of Conservation and restoration of architectural cultural assets', I examines the overall processes to preserve architectural cultural assets, including 'survey and analysis', 'planning and design' and 'construction'. In addition, I tries to indirectly examine the superiority of the Italy's preservation and restoration methods by case study on overcoming 'catastrophe', as an actual case of such Conservation and restoration. Lastly, in the administrative system of architectural cultural assets related to catastrophe, I tries to utilize the administrative system and broad structure of <Carta del Rischio del Patrimonio Culturale>, which is employed to maximize the efficiency to administrate the crises and catastrophes against architectural cultural assets by Italy's authorities, as the basic material for applying to our country's situation.
