In this paper, we primarily confirmed outcomes of Korea․U.S. beef negotiation with using two level game model analysis tool would be failed. Level I phase, negotiation deadline that President Lee had scheduled to meet Bush had played a major role of losing negotiating power to U.S. in beef negotiation process. Level II phase, we failed to get a right internal negotiation process. This paper suggests strategies to enhance the outcome of international negotiation; avoiding deadline of negotiation, strengthening communication process and inventing the BATNA(Best Alternative to a Negotiated Agreement)
