국가위기관리분야에 시민단체(NGO) 참여 확산 방안 연구

A Study on NGO's Active Participation for National Crisis Management Affairs

세계화, 정보화 그리고 민주주의의 진전은 과거와 같이 국가의 일방적 지시와 통제, 의사결정을 하던 관행에 쐐기를 박음과 동시에 새로운 대안이 등장하게 되었는데 그것은 정부-시민사회간의 협력을 기초로 형성된 거버넌스(governance)이다.따라서 국가정책 전반에 걸쳐 시민사회(NGO)의 참여와 영향력 증대는 국가위기관리분야도 예외가 될 수없게 되었다.따라서 본고에서는 국가위기관리분야에 NGO 참여환경을 첫째,법적·제도적측면, 둘째, 행정조직/체계측면, 셋째, 프로그램구축측면, 넷째, 공무원-NGO간 상호인식·태도측면, 마지막으로 사회·문화적측면 등 다섯개의 요소로 분석틀을 설정하여 분석하였다. 그 결과 장차 국가위기관리분야에 NGO들의 적극적인 참여를 위해서는 먼저 법적·제도적 완비와 조직편성, 둘째, NGO-정부-민간기업간 네트워킹 및 교육프로그램마련, 셋째, 정부-NGO상호인식·태도 전환, 넷째, 미래 위기대비 사회문화적 인식정착 끝으로 GO참여확산 계획수립 및 단계화 추진등 여건조성이 필요한 것으로 나타났다.

The Globalization, Information and Democracy's progression changed to administrational environment from authoritative government to cooperative governance. Therefore, we should try to change a past one-sided policy of decision-making behaviour, culture and public servant's coercive and authoritative attitude. And we should establish partnership with NGO(Non-government organization). Government-NGO's cooperative relation establishment will increase the synergy effect in National Crisis Management affairs. Accordingly, we can call for NGO's active participation condition in order to improve our business and adapt a new environment. First, in order to attracted NGO's active participation in National Crisis Management, the related law need to amended as soon as possible. Second, to establish the division(team) for coordination and connection with NGO in government Third, to transfer from the bad perception or image to affirmative partner between public servant and NGOs. Fourth, to cancel absolutely undesirable past behaviour and culture. For example, closed organization culture, path dependence and case by case business style etc. Lastly, We should be established NGO-government partnership planning and strongly steer to achieve our national security. If we will accomplish to above of the conditions, our response ability for variable threats such as war, military conflict, terror, civil strife, disaster, and any other equivalent incidents, should be more strength than present.
