Today, all the nations are pursuing the construction of a prosperous society, and this type of society attempts to recognize the dignity of human beings in any circumstances. Seen from this point of view, the rehabilitation of the disabled should be handled from the human rights point of view of a welfare society. A sound understanding of the disabled is a prerequisite in smoothly carrying out the rehabilitation of the disabled people. The traditional concept of disability focused on the physical anormality or behavioral difference. However, with the development in both economy and social environment, the classification of disability became more various, and attempt has been made to understand this problem on a medical level in relation to the social environment. This helps us to understand the concept of disability more clearly, and also helps to understand the goals of disability rehabilitation. Rehabilitation of the disabled has had stance in charity, the prevention of social problems, and improvement in national and social productivity. But these cannot be regarded as the contemporary welfare ideology. Instead, they act negatively in establishing and realizing the ideology of disability rehabilitation. The basic goal of disability rehabilitation is to eliminate the on functional elements in society for them to recover and carry on each individual's life as a human being. Therefore, social welfare must be rooted on grounds that a man's dignity should be recognized under any circumstances, and the ideology of disability rehabilitation should also start with the respect for human life. Examining some problems that our disability rehabilitation policy should solve under such understanding, a sound understanding and attitude toward the disabled must be established. In order to accomplish this, proper training and increase in the opportunity to meet the disabled seem necessary. next is the problem of the rehabilitation of the severely disabled. For them, the visibility effect of rehabilitation program is very low, compared to the investment put into rehabilitation process, and so there is hardly any rehabilitation programs for them in the disability rehabilitation center. The severely disabled people remain minorities even amongst the disabled. For their rehabilitation, various efforts - expansion of accommodation facilities, improvement in the environment, traveling clinic and home visits, abolition of restrictions on treating days on medical insurance - should be made. Next, we should pay our attention to the rehabilitation of the elderly disabled people. Even if the laws and regulations regarding disability may be perfect and the welfare system, sound, it will be very difficult to realize the social integration - which is the ultimate goal of disability rehabilitation - without the appreciation of human rights. An effort to establish the disability welfare ideology that is based on human rights must be made by the disabled, government and civilian organizations.
