Poverty and Welfare of the Disabled People

One of the basic problems of the disabled is poverty. The development oriented policy of the '60s and '70s further widened the gap between the wealthy and the poor, preventing the social integration and causing various social problems. Under the circumstances, the poverty of the disabled was even more serious. our country has developed greatly economically, but social welfare, especially that of the disabled is in a very weak state. In order to understand all the problems regarding the welfare of the poverty-stricken disabled, we must consider how successfully the ideology of the disability welfare is being reflected in our society. In other words, when the ideology of disability welfare is faithfully practiced in society, poverty problems of the disabled will be solved, accomplishing the ultimate goal of disability welfare. To accomplish this, the right to live and the right to work - the basic rights of the disabled - must be guaranteed. For the disabled, the realization of the basic rights of citizen - respecting the right of human dignity, the right to live and the right to exist - is the individualistic ideology that must be sought in the disability welfare process. Along with this, the realization of a coexisting society where the social approach and equal opportunity for the disabled people are guaranteed is a trans-individual and collective ideology that must again be sought after in the disability welfare process. poverty of the disabled can be properly solved only if these two principles are soundly carried out. Reflecting our country's situation and problems of guaranteed in order to present desirable measures for disability welfare, it is evident that an establishment of firm ideology of disability welfare is in order. To this date, our country's disability-related plans lack the establishment of the basic ideology. This is to say that when laws and regulations were established, they failed to systematically guarantee the rights of the disabled and the construction of supporting systems. Hence, we need to urgently revise the direction stated by the law, human rights, and various methodologies that aim to accomplish this in a systematic framework. Next, livelihood protection services and its criteria must be actualized ; a measure that actualize the existing protection level should be sought ; and efforts should be made to support housing problems and educational problems for the disabled. Apart from this, efforts should also be made in the following area: introduction of allowance system; introduction of disability pension system; activation of employment promotion for the disabled; expansion of tax reduction and exemption system; and permission of other designated deposit systems. Disability welfare problem which encompasses the double-sided problem of disability and poverty is too complex and serious to depend on individual effort or self-help of the family or the free market system. Moreover, in our country - where a rapid social transformation process where the distorted distribution between social levels or between the disabled and non-disabled - instigate serious social problems, a solution on a national level is absolutely necessary. Problems that each service has on disability welfare is anideological problem rather than a methodological one, and the existing residual welfare ideology should be radically transformed to that of an institutional welfare ideology which must be systematized thereafter.
