공공기관시설의 효율적 관리를 위한 경제성 분석

An Economical Efficiency Analysis of Public Facility for Efficient Operating Management

정부가 현재 운영 중에 있는 특별지방행정기관청사에 대한 효율적인 시설운영관리를 위해 행정안전부는 국가기관청사 합동화사업을 추진하고 있다. 즉, 지방에 소규모로 흩어져 있는 특별지방행정기관청사를 대국민 서비스 및 편의 증진, 구식 청사의 불편함과 열악한 근무환경 개선, 지역개발에 중앙정부의 참여로 국가균형발전 국유부동산 활용도 제고, 전문 인력에 의한 청사의 집중관리로 인력 및 예산 절감 등과 같은 목적으로 그 해당 지역의 특색과 조건 등을 고려하여 통합청사의 건립을 추진하고 있다. 현재 대표적인 종합청사는 정부중앙청사, 정부과천청사, 정부대전청사, 정부춘천지방합동청사, 정부제주지방합동청사 등이 있으며, 정부광주지방합동청사는 완공을 눈앞에 두고 있다. 본 연구는 정부합동청사 중 최근에 완공을 앞두고 있는 광주지방합동청사를 중심으로 경제성을 분석하였다. 그 이유는 광주지방합동청사가 준공을 앞둔 현 시점에서 이미 시행된 사업에 대한 종합적인 평가를 통하여 공공시설의 효율적인 관리를 위한 필요한 관리지침을 제공하고, 정부청사의 수급계획 수립과 정부청사 신축사업의 기본계획 및 공사 시행, 청사의 보수·유지·관리에 대한 기초자료 및 발전방향을 결정함에 있어 도움을 줄 것으로 기대되기 때문이다. 분석대상은 지방합동청사 중 최근 개청을 준비하고 있는 광주지방합동청사이며, 분석방법으로는 사업비용분석 및 편익분석, 그리고 경제성 분석 등이다. 이러한 분석결과를 토대로 정부합동청사의 효율적인 조직규모 산정 및 유지관리방안을 설정함에 있어 유용한 기본적인 토대가 될 것으로 기대한다.

A facility operating management of special administrative office building as pursuing administrative efficiency, Ministry of Public Administration is promoting national office building integration program. It is a program which constructs integrated office building, since small and dispersed special administrative offices so far, for the purpose of improving convenience of public service and inferior working environment, elevating national estate utility and balanced development of region, and reduction of budget and forces with using experts of office building management. This study is about an analysis of economical efficiency of these kind of integrated office building, specially focusing on the Gwangju district integrated office building case. And it is expected that from this study, which assess fore-implemented program synthetically, it gives an useful tip for offering a guidelines for efficient facility management, and figuring out of development directions and basic information to implement a supply and demand program, general planning and construction of new office building, and management of it.
