수도권 최저주거기준 및 주거밀도 변화요인 분석, 1995-2005

A Study on the Changing Factors of Minimum Housing Standard and Housing Density in Seoul Metropolitan Area, 1995-2005

본 연구는 1995년 및 2005년 인구주택총조사 2% 자료와 공시지가 자료를 이용하여 수도권 주거수준 변화의 특징을 최저주거기준(Minimum Housing Standard) 및 주거밀도(Housing Density)를 통해 분석하였다. 각 시군구별 지역주택시장의 특징을 반영하기 위하여 다계층모형(Multilevel Model)을 사용하였고, 해체기법(Decomposition Method)을 이용하여 주거수준 변화를 특성효과와 잔차효과로 분리하였다. 분석결과에서 주택공급 및 정책의 효과는 주거수준 개선에 긍정적으로 나타났다. 반면, 사회경제적 여건변화는 45세이하 연령대에 긍정적이지 못했고, 차가 저소득 노년층의 주거여건은 악화된 경향을 보였다. 지역별 주거수준 변화는 서울도심을 중심으로 분포하는 유사성이 있으나 주거지표, 자가 및 차가 여부에 따라서 차이를 보였다. 이 결과를 통해 세 가지 정책함의를 도출하였다. 1) 주거수준 개선을 위한 정책대상의 선정요건으로 자가여부, 인구, 사회경제적 여건 및 주거실태를 반영할 필요성 2) 사회 고령화와 노인부양 비율감소에 대응하 는 고령층 주거복지의 필요성 3) 지역주택시장의 수요와 공급의 상대적 불일치 개선할 수 있는 정책의 필요성.

The present study utilized Korean census data (2% sample) and annual report of the declared land price 1995 and 2005 to analyze housing welfare change in Seoul Metropolitan Area with minimum housing standard and housing density. Multilevel model was used to reflect characteristics of local housing market at county-level. We also adopted decomposition method in order to divide housing welfare change into endowment effect and residual effect. In the statistical analysis, we found that housing supply and policies have had positive effect on housing welfare. But the change of socio-economic conditions have had negative effect on housing welfare of household which have a householder under age 45. Residential condition of older renters who has low income became worse. Geographically, patterns of residential condition change showed a certain similarity among neighboring counties of Seoul. But we found different patterns for each indicator, also for owner/renter householder case. Based on these results, we drew three policy implications; 1) conditions in selecting housing welfare policy target such as housing tenure, demographic factors, socio-economics conditions and dwelling facilities 2) necessity of housing welfare policy for the elderly in aging society and decreasing of family support 3) need of alleviating relative local housing market supply-demand mismatch.
