New Challenges of Local Governance in Japan

이 논문은 일본의 지방자치 거버넌스의 변화를 민간조직과 시민사회 조직의 참여를 통한 파트너십의 형성이 긍정적인 영향을 줄 수 있다는 관점에서 검토하고 있다. 그 과정에서 변화하는 거버넌스 체계를 통한 새로운 이슈와 도전을 함께 고려하고 있다. 주된 도전은 서비스 공급자들로부터의 서비스 구매행위의 합리화이다. 지방정부는 그간 공공서비스를 독점적으로 공급해왔고 시민들의 수요를 다루는 역량을 강화해왔던 것이 사실이다. 그러나 지방정부는 민영화했을 때 “현명한 구매자”의 입장에서의 경험을 축적하지 못하였다. 그밖에 책임성의 문제도 제기된다. 공공영역과 민간영역의 단순한 이분법이 이제는 더 이상 통용될 수 없으며, 따라서 책임성을 확보하기 위한 직위의 구분과 과정은 예전보다 더 복잡해지고 있다. 현재 지방정부는 서비스의 책임성과 관련해서 많은 소송에 연루되고 있다. 일본의 지방정부도 과거의 발전경로에서 벗어나지 못하고 있다. 변화하는 맥락에 반응하면서 새로운 역량을 개발하는 것이 중요하다.

The transformations of local governance in Japan toward more partnership and public participation oriented with private entities, and civil society orgarizations have produced much positive impacts. However, this changing governance structure evokednew issues and challenges among local governments. The main challenge is how to become smart buyer of the services from the sole service provider. Local governments had long been predominant service provider of the public services and they accumulated the capacity in dealing with citizens' demands. However, they have little experience and capacities to deal with "Smart Buyer Problems" when they privated service provider functions. The other compelling issue is the accountability problems. Lines and process of accountability are now more complicated than ever before, while simple dichotamy of public private sphere can never be applied Local governments face many lawsuit cases of service responsibility and accountability. Japanese local governments are still trapped in the path dependence of the past development. Responding to changing context, building new capacities is imperative.
