중국의 한국전 참전 결정과정의 사례분석

Case Study to Investigate the Intervention of China to Korean War －in Terms of Janis Groupthink Model－

본 연구는 중국의 한국전 참전 결정과정을 사례분석하여 한국전 참전결정이 어떻게 이루 어 졌는가를 밝히고, 동시에 제니스 집단사고 모형의 타당성을 검증하고자 하는 것이다. 중 국의 한국전 참전 결정과정에서 다수의 집단사고의 원인과 증상이 나타났고, 이로 인해 의사 결정의 결함이 상당한 정도로 나타났으나 결정의 결과는 제니스의 예측과는 달리 실패가 아 니라 성공으로 나타났다. 그리고 집단사고 모형의 일련의 선행변수들과 매개변수들 간에는 인과관계가 존재하였으나 결과변수인 종속변수와 이들 간에는 관계가 없었다. 끝으로, 본 연 구결과를 다른 연구결과들과 비교하면서 집단사고 모형의 한계와 문제점을 논의하고 이를 근거로 이론발전과 정책결정의 처방을 위한 시사점을 제안하였다.

This article aims to examine how the intervention of China to Korean war was decided and also to evaluate the validity of Janis groupthink model by undertaking a case study about policy making process of China s participation in the Korean war. First, the findings of this study are as follows: 1) during discussing the intervention of China to Korean war almost all antecedents of groupthink and almost all symptoms of groupthink existed, and a few symptoms of defective decision-making existed, but there was no failure of decision outcome. 2) there was causal relationship between antecedents and intervening variables, but no relationship between these variables and dependent variable. Therefor the results of study supported partly Janis model. Second, in this article the limitations and problems of Janis model were discussed in terms of checking the results of this study against other researches and also theoretical implication and prescription for better decision making was suggested.
