신장위구르족의 독립 투쟁 이데올로기 연구 : "쌍범(雙凡)" 주의와 극단적 테러리즘의 연계

Ideology of the struggle for independence of Xinjiang Uyghur

신장위구르족은 중국 정부의 통치에 대해 무력 투쟁으로 불만을 표출하기도 한다. 이를 중국 정부는 일부 분리주의자 들의 테러로 간주하고 있다. 본고는 신장위구르족의 독립투쟁 이데올로기와 그 수단의 과격화 경향을 연구하고자 한 다. 위구르족의 독립투쟁이 이미 국경선을 넘어 중앙아시아 및 서구 지역까지 조직화 되고 있는 실정을 감안할 때, 중국 안팎의 위구르족이 연대할 수 있는 기반으로서의 종교성과 민 족주의가 중요한 역할을 한다고 본다. 본고는 범투르크주의와 범이슬람주의가 오늘날 신장 분리 독립 요구의 이데올로기로 변 하게 된 과정을 살펴보면서, 이것이 극단주의적(extreme liberal) 테러리즘과 연계될 가능성 을 조망함으로써 중국 정부의 신장 위구르족에 대한 정책이 바뀔 필요가 있음을 지적한다.

Xinjiang Uyghur express complaint through armed struggle against China s rule. The Chinese government considers it as an act of terrorism by some separatist. This paper is to study what is the ideology of the independence struggle of Xinjiang Uyghur, and that the independent struggles are becoming more and more radical. Xinjiang Uyghur independence struggle has already crossed the border, comprises the organizations in Central Asia, Europe and the United States. Thus, religion and nationalism could be important factors that make Uyghur people living in scattered in the neighboring countries be able to cooperate for independence. In conclusion, this study will analyze the process that the Pan-turkism and Pan-islamim( Shuangfan-Zhuyi) have changed with ideology of Xinjiang separatists and find out an possibility that Shuangfan-Zheyi is likely linked to the extreme-liberal terrorism. Finally, I will point out that the Chinese government should change to the Xinjiang Uyghur policy.
