Comparison on Supervision System of Education among Korea, United Kingdom and France

본 연구는 교사의 전문성 향상과 학교의 질적 관리에 비교적 성공적인 모습을 보이는 영국과 프랑스의 장학행정제도를 우리 나라와 비교해 보고 장학행정제도 의 개선 및 발전방향을 모색하는 데 그 목적이 있다. 한국과 영국․프랑스 장학행정제도의 비교 준거로는 장학행정의 조직구조, 장 학담당자의 구성과 직무, 장학행정의 절차, 장학행정시스템의 특징의 네 가지 준 거를 설정하였다. 이러한 네 가지 준거에 따른 비교 분석에 근거하여 다음과 같 은 네 가지 제언을 하였다: 첫째, 우리 나라에도 장학업무만을 담당하는 전문기 구가 설립되어야 할 것이다; 둘째, 장학담당자의 위상에 대한 새로운 정립이 필 요하다; 셋째, 궁극적으로는 학교교육의 질 향상에 초점을 둔 단위학교의 책무성 을 강화하는 장학이 이루어져야 한다; 넷째, 학교평가와 장학에 대한 새로운 관 계정립을 바탕으로 장기적으로 교육의 질 향상을 위한 장학이 이루어져야 할 것 이다.

This study aims to compare the supervision system of education among Korea, United Kingdom, and France. Criteria for comparison are organizational structure, composition and function of inspector, process of supervision, and administrational system of supervision. Based on the analysis and comparison, the conclusion and further suggestion of this study are as follows: First, professional organization for supervision should be established. Second, status and position of inspectors should be reconsidered. Third, supervision strengthening responsibility of individual schools focused on improving quality of school education should be practiced. Fourth, based on establishing new relation between school evaluation and supervision, supervision for improving educational quality should be carried out.
