An empirical study on Korean SMEs' characteristics of industrial cooperation with the EU

There is an urgent need for Korean SMEs and government to build strategies for exploiting FTA for going into effect of Korea-EU FTA this year. Most researches are focusing on the static effect of FTA without considering position of SMEs. The dynamic effects of industrial cooperation are larger than the static effect from Korea-EU FTA. Industrial cooperation is expected to upgrading Korean SMEs competitive structure and strengthening their global competence. However, there were a few empirical studies in the context of SMEs' Industrial cooperation. This research sought to investigate Korean SMEs' characteristics of industrial cooperation with the EU for preparing Korea-EU FTA. Data was collected by a survey on 402 Korean exporting SMEs in 2008. Binary logit regression was used to analyze preference properties of industrial cooperation. Frequency analysis was executed to highlight SME's properties of industrial cooperation with the EU. Influencing variables on industrial cooperation were examined through literature review on globalization and international strategic alliance. The result indicated that Korean SMEs could not easy to upgrade their competitive positions thorough FTA if the competitive SMEs take a more aggressive in industrial cooperation with the EU. Exporting strategy without developing toward industrial cooperation was insufficient to seize an opportunity of FTA and develop toward global SMEs. Fortunately, the preference of industrial cooperation after Korea-EU FTA gave us hope that Korean SME may be a global star with government supports. The policy agendas may be summarized as follow as strengthening strategic alliance with the EU in key growth engines sectors, making a detour entry key EU countries with help of neighboring countries, and .coordinating foreign entry assistance with technology, international marketing and investment alliances etc..
