지역의 복지･고용 서비스 연계 네트워크 분석

An Analysis of Linkage Network of Welfare and Employment Services at the Regional Level

이 연구는 지역의 복지와 고용 서비스의 연계 실태를 네트워크 모형에 입각하여 진단하고, 문제점의 추출 을 통해 연계 강화를 위한 정책적 고려사항들을 제시하였다. 연계의 실태를 살펴보기 위해서는 관련 문헌 자료의 분석, 기관 및 서비스 담당자와 복지대상에 대한 면담 및 설문조사를 실시하였다. 지역의 복지 고용 서비스 연계 네트워크를 분석하는 요소로는 참여자, 상호작용, 관계구조를 채택하였으 며, 각 요소별 분석결과는 다음과 같다. 첫째, 네트워크의 핵심 참여자들은 주민센터, 자활센터, 고용지 원센터이며, 이외에 총 11개 유형의 복지서비스, 교육훈련 서비스, 일자리 제공기관들이 참여자로 활동하 고 있었다. 둘째, 네트워크 참여자들 간의 상호작용을 보면, 지역 서비스 네트워크의 핵심 참여자라고 할 수 있는 주민센터와 고용지원센터 간의 교류 비율은 높지 않은 것으로 나타났다. 셋째, 기관 간 접촉 빈 도와 서비스 담당자들의 거버넌스 유형 등으로 네트워크의 관계구조를 분석한 결과 고용지원센터가 주민 센터에 비해 시장유형에 더 가깝고 절차를 중시하는 관료제적 성격도 더 높았지만, 서비스 네트워크의 관 계구조는 전반적으로 협력적인 것으로 나타났다. 이상과 같은 분석을 통하여 중앙 수준의 관련 정부의 연계 강화를 통하여 지역 수준에서 고용지원센터와 시군구, 읍면동 등 시행 기관 간 업무연계, 서비스 기관의 복지 및 고용서비스 전문성 강화, 사회복지사 의 직업관련 전문성 제고, 자활대상자 분류의 정교화, 복지대상에 대한 다원적 접근 등의 정책적 고려사 항 등을 제시하였다.

This study analyzed the linkage network of welfare and employment services at the regional level. For this, policy network model was largely referred as a main theoretical perspective. The analytical framework of this study was made of three major components including network actors, actor's interaction, and relationship structure. To achieve this purpose, we analyzed the existing data and literature in this area, conducted in-depth interviews with 10 service users, and gave questionnaires to 90 service institutions and 300 officials in service institutions. According to this study, resident's centers, job centers, and jahwal centers (rehabilitation centers) participated in policy network. They made linkage network system with diversity interactions. Both resident's centers and job centers were not so closely linked with each other, and even when linked with each other, they were not so highly satisfied with each other. The linkage between welfare and employment can be explained in a manner that leads to employment. The employment problems of welfare beneficiaries should be resolved through a multilateral networking approach and a household approach in light of the complexity of the issue.
