우크라이나 대통령선거와 글로벌 민주주의와의 관계에 대한 연구

A Study on Relationship between Ukraine President Election and Global Democracy

우크라이나 대통령선거과정은 90년이후 구소련국가들의 민주화와 연계하여 좋은 모델을 던져주고 있다. 본 연구는 우크라이나 대통령선거과정을 통하여 볼 때 우크라이나 민주주의의 국제사회에서의 민주화 영향과 무관하지 않다는 점에서 글로벌민주주의의 특성이 있는지를 검토하여 보았다. 우크라이나는 99년에도 두 번에 걸친 결선투표로 쿠츠마대통령이 선출되었다. 2004년에도 유시첸코와 야누코비치가 결선투표는 물론 재선거까지 치르는 극한적인 대립과 경쟁을 보여주면서도 국제사회의 글로벌민주주의의 내용들을 보여주었다고 본다. 이는 민주주의발전에 있어 민주주의의 핵심인 시민의 참여, 민의의 반영, 타협의 정신, 자유로운 정치적 토론의 제도화, 다수결원칙, 선의의 경쟁이 잘반영되었음을 보여준다. 특히 2004년 대선에서는 시민들의 민주화시위로 대법원에서 재선거를 판결하고 최종선택이 러시아의 지지를 받은 야누코비치대신에 서방의 지지를 받은 유시첸코가 되었어도 무력충돌이나 군의개입이 없이 민주적 절차에 순응하면서 마무리 되었다는 점에서 우크라이나 민주주의는 글로벌민주주의의 영향을 받으면서 보다 더 공고하고 성숙해졌다고 할 수 있다. 이는 EU, NATO 등 국제사회의 민주주의국가의 영향을 받으면서 동시에 구소련의 연방국가였던 주변국가들에게도 영향을 주었다는 점에서 글로벌민주주의발전에 기여했다고 할 것이다.

This study focuses on Global democracy practices in Ukraine including President election in 2004. Democratization of Ukraine survive when Ukraine joins the Global Democracy. The current democratic transition in Ukraine is leading to the emergence of ill-competition and Re-election between Viktor A.Yushchenko and Viktor Yanukovych. This study compares EU countries global democracies with Ukraine Democratization. Inflows Global democracy has encouraged the political stabilization in Ukraine needed to further peaceful and co-development with Eastern European Countries and CIS. Global democracy in International Society and organization(EU, NATO) takes a unique look at Democratization of Ukraine using freedom, peace, transparency, cooperation, and trust. It explains the relationship between global democracy and Ukraine President Election Processing, and discusses democracy in future within the context of the legacy of Ukraine.
