장애인의 참정권 확보와 적극적 정치참여를 위해서는 장애인의 현실을 이해하고 장애인의 삶을 변화시킬 수 있는 제도를 만들어야 한다. 물론 그 중심에는 장애인들이 있어야 한다. 그러기 위해서는 장애인단체들이 역량있는 장애인들을 적극 천거하여 각 정당에서 공천을 받거나 비례대표의 당선권 내에 배정하도록 총력을 기울여야 한다. 또한 국회의원 및 자치단체장, 지방의원들에게 장애인들의 현실과 문제점을 알리고 장애인복지 발전을 위해 정책적 대안을 마련해 줄 것을 적극 홍보해야 하며, 시민단체를 중심으로 각 당과 의원들의 장애인 정책 및 사회복지 관련 활동을 상시 모니터링하고 발전적인 정책 제언을 꾸준히 펼쳐나가야 한다. 또 공천과정에서부터 장애인 후보 할당제(10%)가 이루어지도록 공직선거법을 개정하거나 각정당의 당규에 장애인 10% 공천 할당을 규정해야 한다. 장애인 스스로도 정치의 객체가 아닌 주체로서의 의식을 갖고 주권을 행사함에 있어 적극성을 보여 투표참여도를 높이고, 결집력이 강하다는 것을 보여줘야 한다. 300만 장애인 유권자들이 단결하여 평상시 국정 모니터링 등 적극적인 활동도 요구된다.

The most imporatnt and difficult matter in the representative System is how evenly it can reflect public opinion, but for the Korean society, if a handicapped person is individually able, he or she has trouble getting into politics, and if the things are better than before, but the handicapped are placed in a difficult situation to exercise their votes. For the development of democracy, such a chronic disease should be remedied. To easily solve pending the handicapped's problems, the parties should be made to intervene in policy-making process. Only after that, it will be helpful to resolve the handicapped's problems more basically. For the handicapped to actively be involved in the policy-making process, the handicapped's power should be formed. For their security of suffrage or active political participation, we should create a system to understand the handicapped' reality and change their life, at the center of which the handicapped should be positioned. For that, the handicapped groups should actively recommend the able handicapped, and try best to have then publicly recommended by each political party or allocated at the winning circle of proportional representation. The handicapped themselves should make effort to enter into the congress with will and passion, and actively make their reality and problems known and publicize policy alternatives should be prepared for their welfare development. In addition, civic activist groups and each political party and its members should monitor the handicapped's policy and social welfare related activities, and extend productive policy suggestions. Also starting from the public recommendation,the handicapped' candidate quota system (5%) should be executed for theirrealistic participation. Finally, the handicapped should not waive a right to their sovereignty with a sense of subject, not object in politics. When they show their voting participating rate is high and concentration is strong, the political circle will pay attention to the handicapped's voice. More active and positive shape should be displayed as precious sovereignty exercise and ordinary monitoring as an electorate.
