복지국가시대의 유아복지 정책 방향 고찰

현대복지국가의 사상과 모형에는 크게 경쟁과 민영화를 강조하는 신자유주의 모형, 연대성과 평등 및 공적 고용을 강조하는 사회민주주의 모형, 제한된 효율성을 추구하는 보수주의 모형 등이 있다. 구대에는 자유주의적 국가관이 지배적 이었으나 미국의 대공항으로 인하여 수요와 재정정책을 중시하는 수정자본주의가 복지모형이 되었지만 그 뒤 세계화의 석유파동을 계기로 신자유주의 모형이 득세하기 시작하였다. 한편으로는 그러한 세계화에 큰 영향을 받지 않는 스웨덴 식의 사회민주주의 모형은 독특한 복지모형을 만들어 나갔다. 따라서 여기에서는 현대복지국가의 사상과 모형 및 모델을 살핀 다음에 한국의 보육정책이 행하는 유아복지서비스의 방향을 신자유주의적 측면과 스웨덴식의 사회민주주의 방향에서 운위하고자 한다.

This paper strives to cover the direction on the infant welface in Korea in relatim to the welface statism containing to the liberal model. Firstly, This paper shows the ideas of the modern welface state which han been accelerated raoidly by "globalization". Secondly, It is introduced that the modern welface state model and typology han been spread out historically. The direction of the Korea infant welface services is the conclusion which have been cone to after arguing about them this way and that related to "neo liberalism" and "social democratic welface model" an sweden.
