국제관계 사건데이터(Event Count Data)의 현실과 활용방안

A Way to Utilize International Relations Event Count Data: An Alternative Method of Measurement and Operationalization

본 연구는 국제관계연구에서 상호의존성의 확대로 인한 다자주의적 상호관계를 분석하기에 적절하다고 판단되는 사건자료(event count data)에 대한 체계적 이해를 돕고 나아가서 신빙성과 타당성을 갖춘 자료를 활용하여 국제관계의 사건을 실증적으로 분석하는 기초를 마련하는 것을 목표로 하였다. 이를 위하여 본 연구에서는 우선 협력에 대한 개념을 상호의 이해를 증진시킬 목적으로 바람직하지 않은 결과를 회피하거나 바람직한 결과를 창출하기 위한 자발적또는 비자발적 참여를 통한 정책적 조율을 의미하는 것으로 정의한다. 이에 근거하여 기존 데이터가 가지고 있는 문제점을 고찰하여 이를 개선하는 방안을 제시하였다. 첫째, 조정과 제휴를 구분하여 국가의 협력이 적극적 이익을 창출하려는 것인지 소극적으로 바람직하지 않은 결과를 피하기 위한 것인지 구분할 필요가 있다. 둘째, 협력을 시작하는 발단이 자발적인 것인지 강제적 요구에 의한 것인지 구분할 필요가 있다. 셋째, 기존의 국제협력 데이터가 외국의 뉴스매체에 보도된 기사를 이용하였다는 점에서 서구편향적이라는 비판을 받아왔다. 이런 점에서 동아시아와 한국의 대외정책을 분석하는데 우리의 시각을 반영하는 뉴스자료를 활용할 필요가 있다.

This research will discuss the event count data with reliability and validity in the study of international relations. A scientific event count data will allow researchers to analyze mutual reliance and multilateral interactions in international relations with a scientific and objective method. For this purpose, this research redefines the concept of cooperation: a policy adjustment to increase mutual interest either by avoiding undesirable outcome(coordination) or by creating desirable outcome(collaboration) through voluntary and involuntary participation. After discussing the limitations of previous data, I will provide an alternative method to gather an event count data. First, it is necessary to differentiate coordination and collaboration as I mentioned before. Second, it is also desirable to confirm whether the motivation of cooperation is voluntary or compulsory. Finally, in order to prevent cultural bias on the process of data gathering, the data sources are to be diversified. The studies concerning Korean foreign policy require an event count data with Korean news sources.
