현재 호남지역에서는 철도컨테이너 처리시설로서 호남 ICD를 비롯하여 철도 공사에서 운영하고 있는 송정리역 CY, 임곡역 CY 등이 있다. 호남 ICD는 내륙복합컨테이너기지로서 현재 1단계가 개통되었으며, 2010년 전체가 완공될 예정이다. 현재 호남지역에서 철도를 이용한 화물수송은 전체 호남권 컨테이너 취급물량의 4.6% 수준으로 매우 낮은 수준을 보이고 있다. 철도컨테이너 취급비율이 저조한 이유는 도로와의 경쟁에서 시간과 비용이 더 많이 발생하기 때문이다. 따라서 호남권의 철도화물을 육성하기 위해서는 이러한 비용과 시간의 격차를 줄이는 노력이 필요한데 이를 위해서는 운임인하와 시간절감을 위한 고속화 등 다양한 조치들이 취해져야 할 것으로 판단된다. 이에 본 연구에서는 호남지역에서의 호남 ICD 및 컨테이너 CY의 운영의 경쟁력 제고방안에 대하여 검토하고자 한다.
Currently, There are Song Jung Ri CY, Rim Gok CY, including Ho-Nam ICD as a railroad container depot operated by Korean Railroad in Ho-Nam region. Recently, the first step of the Ho-Nam ICD opened to traffic as an inland complex container base and looking forward to completing their construction in around 2010. The percentage of railroad freight in Ho-Nam region shows fairly low level of percentage as a 4.6% out of dealing materials of containers in entire Ho-Nam area for cost and time limitations compared with road freight by vehicles. So, it is not an applicable method unless we figure out the gap of cost and time restrictions. It seems it requires several different methods such as making high effort on operating railroad at high-speed for curtailment of time in order to increase their percentages. Hereupon, this case study suggests a plan of competitiveness of the railroad freight of Ho-Nam ICD and container CY in Ho-Nam area.
