특별자치도로서 제주의 교육재정 현황과 과제

Study on educational financing system in Jeju as Special Self-governing Province

본 연구는 제주가 고도의 자치권이 보장된 특별자치도로 선포되면서 지방교육자치의 수행을 위해 교육재정의 특례가 부여됨에 따른 교육재정의 운영현황과 향후 과제에 대하여 논의하였다. 이를 위해 타 시·도와 차별화되는 교육재정에 대한 법적 근거를 살피고 제주자치도의회 회의록을 중심으로 주어진 특례 활용에 따른 재정상황을 분석하고 제주특별자치도교육청 예산담당 공무원들과의 면담을 통하여 과제들을 탐색하였다. 연구 결과는 다음과 같다. 첫째, 도세 전입금의 비율이 1천분의 50으로 확보될 수 있도록 관련 조례 개정이 필요하다. 둘째, 지방자치단체장의 안정적인 예산 지원을 할 수 있도록 교육지원조례 제정이 요구되어진다. 셋째, 현재 보통교부금의 특례 규정이 총액에서 만분의 157에서 160까지 상향조정되도록 제도개선을 위한 노력이 필요하다. 넷째, 재정 확보를 위한 대중앙 정부와의 절충력 강화와 지방자치단체와의 공조가 필요하다.

The purpose of this study is to suggest several issues for educational finances relative to the financial state of affairs before and after Jeju Special Self-Governing Province's installation. To this end, I checked the legal basis for educational finances. I analysed the financial situation in accordance with any exceptions, and explored ways to expand educational finances through discussion with budget officials. Research results are as follows: firstly, relative ordinance revisions are vital in order to secure a provincial tax-GDP for the rate of 50/1000. Secondly, an Educational Support Act is required to be enacted in order that heads of local government can give stable budget support. Thirdly, efforts for improving the system are needed to raise ordinary grants from 1.57 to 1.60. And fourthly, strengthening negotiations with the Central Government and mutual assistance with other local government offices is essential.
