세입 및 세출분권과 지역경제성장간의 상관성 분석

재정분권화는 자치단체간 경쟁 유발을 통해 효율적인 자원배분과 높은 경제성장률에 기여한다는 전통적인 분권화 정리(decentralization theorem)에 논리적 근거를 두고 많은 학자들에 의해 지지되고 있으나, 역으로 재정분권화가 재정불균형을 심화시키고 거시 경제성장을 저해할 수 있다는 부정적 연구결과도 상존하고 있다. 따라서 본 연구에서는 1998년부터 2009년까지 재정분권화가 지역경제성장에 기여하고 있는가를 분석하는데 초점을 맞추었으며, 재정분권화를 세입분권화와 세출분권화로 구분하여 측정하였다. 분석결과 첫째, 재정분권화의 양적 수준은 1998년 이후 2005년까지 점진적으로 증가하였으나, 점차 재정분권화의 양적 수준이 낮아지고 있다. 둘째, 재정분권화와 지역경제성장간의 상관성 분석 결과 재정분권은 지역경제성장에 정(+)의 상관관계를 지니고 있어 재정분권화가 경제효율성을 증가시켜 경제성장을 촉진한다는 전통적 재정분권화이론의 가설(Oates, 1993)과 일치하는 결론이 도출되었다. 셋째, 재정분권화와 지역경제성장간의 회귀분석을 통해 세입분권화는 부(-)의 부호를, 세출분권화는 양(+)의 부호를 갖는 것으로 분석되었다. 결국 재정분권화의 정당화 논거는 단순히 재정분권지표의 수치를 향상시키기보다는 실질적 권한이 법제도적으로 보장되어 재정분권지표의 수치를 향상시키는 방향으로 전환되어야 할 것이다.

The objective of this paper is to measure the degree of fiscal decentralization and to suggest the relationship between fiscal decentralization and local economic growth from 1998 to 2009 by using the index constructed by taking the ratio of local revenue and spending to total government revenue and spending. Formal theoretical models provide arguments for a relationship between decentralization and growth, but the direction of the effect is less clear-cut. This paper finds that the level of fiscal decentralization turned out to be relatively low, and that there is significant relationship between fiscal decentralization and economic growth. A positive relationship between expenditure decentralization and economic growth is more statistically significant than the relationship between revenue decentralization and economic growth. Fiscal decentralization may be a very effective means of increasing economic efficiency, and may motivate local governments to be attentive to local economic growth.
