한국의 TAR 활용전략에 관한 연구

A Study on Korean TAR Application Strategy

우리나라에서 대륙으로의 철도노선 연결은 크게 4개 노선을 상정해 볼 수 있다. 먼저 두만강을 넘어 극동러시아와 시베리아를 경유하여 유럽으로 연결되는 노선과 압록강을 넘어 중국내륙을 거쳐 카자흐스탄과 러시아로 연결되는 노선, 역시 압록강을 지나 만주내륙을 경유 러시아로 연결되는 노선, 마찬가지로 압록강을 지난 후 일부 중국내륙 철도와 몽골철도를 경유 러시아로 연결되는 노선이 바로 그 것이다. 이런 관점에서 아시아횡단철도가 물류운송에 미칠 파급효과와 당사국에 직접적으로 미칠 경제적 파급효과, 철도연결을 계기로 남·북·러 당사국간 경제협력 활성화 방안을 모색하고자 한다. 이러한 긍정적인 효과를 기대하기 위해서는 무엇보다도 아시아횡단철도 노선의 이용이 활성화되는 것을 전제로 해야 한다. 뿐만 아니라 지역 간 교역 및 투자, 자원개발, 운송 및 유통 증진을 위한 전문가 육성과 이들 간의 정보교환, 세미나 등을 꾸준히 개최하고, 북한 및 러시아 지역전문가, 철도 및 물류전문가 등을 정부와 업계가 적극적으로 양성하여 향후 아시아횡단철도의 운송이 활성화 될 때를 지금 부터라도 대비하여야 할 것이다.

Geologically, Korea shares its most part of the border with china, and there have been active trading of manpower or a material. The amount of trading has been significantly increasing every year. In accordance with the development, china has started neutralization for their economic development beyond its historical ideology. China is continuously trying changes and development in various fields such as marine, a railway, and a road according to an immense national plan. China is stepping into a realization of Asia distribution unification according to the TAR governmental agreement (also called iron silk road) which was signed for the first time by major countries at the third UNESCAP transportation minister’s conference held in Busan in November 2006. The study gives a correct directional suggestion for entering to a china business by analyzing social economicaleffects which will influence our government and companies that are related to the continental railway connecting business in a rapid changing condition of North East Asia.
