본 연구는 지역사회개발에 사회교육방법론을 적용해야 할 필요성에서 출발하여 다음과 같은 논의를 전개하고 있다. 첫째, 지역사회 및 지역사회개발의 의미를 규명하고, 둘째, 지역사회개발 목표와 사회교육의 목표의 유사점을 밝히고, 셋째, 지역사회개발에 사회교육방법론을 적용하려면 지역사회는 어떤 조건을 갖추어야 하겠는가와 아울러 넷째, 지역사회개발에 적용될 수 있는 사회교육방법론은 무엇인가를 제시하는 것이다.
A community's participation in its own development endeavours guarantees ownership over the process itself and the necessary learning involved. While community development practitioners understand it, they also realize that participation can only emerge and be strengthened when the community is able and prepared to take over such responsibilities. Participation and self-government make demands on people's available time and require a great deal of self-discipline. It is therefore necessary to identity those processes which may provide communities with the necessary tools and prerequisite learning to enable their participation in their own development. Adult education and community development share a number of parallel objectives : namely enhancing self-direction, self-reliance, and sustainable learning and development. Certain adult education principles and methodologies have the potential of being applied to community trol by the learner, and planned vs. incidental learning. The application of these principles is possible if and only when a number of conditions are present. These conditions relate to structures of power, community cohesion, and the role of the community organizer. Once these conditions are recognized, adult education principles may be applied to community development programmes in order to facilitate the community's involvement in its own development.
