본 연구는 조국광복이후부터 지금까지에 이르는 장학방침의 변천과정을 크게 여섯시기로 나누어 고찰하고 있다. 이에 따라 이 동안의 장학방침을 수록하고 그 변천과정의 고찰을 통하여 지난 장학방침의 방향분석과 앞으로의 장학방침 수립에 참고가 될 문제점을 시사하고 있다.

The purpose of the study is to analize the validity of the educational policy and supervision principle. The study dealt with the evaluation of the educational policy and supervision principle both historically and chronologically. 1. The development of the educational policy and supervision. 1) The first stage (1945-1948) 2) The second stage (1948-1960) 3) The third stage (1960-1961) 4) The fourth stage (1961-1962) 5) The fifth stage (1962-1972) 6) The sixth stage (1972-1978) 2. The evaluation of the educational policy and supervision principle. To sum up the result of the analysis of educational policy and supervision principle, our educational policy is 1) a succession of controversial educational history. 2) poor objective consciousness. 3) ineffective reconstruction of educational system. 3. Conclusion The reporter would like to propose the data for the establishment of educational policy by suggesting as follows about how we should establish educational policies and supervision principles and for what direction we should meet them. 1) The policy for the extablishment of the community and locality in the democratic country should be built up. 2) The supervision principle should be focused on the enforcement of individual traits. 3) The supervision principle should be planned toward the improvement of modernization, rationality and scientifics.
