The way to Build Educational Network Systems for the Reinforcement of Educational Competitive Power

교육정책이 점차, 평생교육정책으로 변화되어가고 있는 전환점은 일반행정과 교육행정의 연계에서 찾을 수 있다. 본 연구는 집행기관간의 연계시스템 구축과 의결기관간 연계시스템 구축을 제안하고 있다.

Everyday education issues are attracting people's concern. The collapse of public education, excessive expenditure on private education and early study abroad are becoming social problems. The data collected through my homepage shows that the principle sources of the current education issues are the political area and the agency of educational administration, followed by teachers and students. It suggests that today's educational concerns are connected to those people in the field of education who can't accept the current rigid education system and rapid social change. We won't be able to develop the global competitive power for the 21st century under the current standardized public education system. In order to educate our young people to become national leaders who can succeed well as world citizens, we'll have to find solutions which lead to reinforced competitive power. These solutions can be strengthened by building several networks in the country's infrastructure. 1. The way to build network system between autonomous educational authorities and autonomous general authorities: 1) The building of network system among executive organ ○ Reinforce connection by mandating parts of power to governor of local government. ○ Initiate a special well being account for city and province local educational environment ○ Connect two autonomies through maintenance of cooperation system between vice superintendent of education and vice mayor ○ Establish and maintain a tentative liaison office between local education and adminstration 2) The way to build network system among legislative authorities ○ Giving final voting right to individual boards of education ○ Establish an adminstration consultation organization between city and provincial boards of education as well as and provincial assemblies. 2. Building a network system among school levels and regions: 1) Building a connected school campus town ○ Establish a facility and foundation of a local society to form school town ○ Formation of connected school campus and the role of school -School as a center of educational culture town -School as a lifelong education center for residents -School as parental training center -School building regional residence community -School in the center of the affiliated school town of local society 2) Building curriculum connected system between school levels ○ Run a Model complex for the educational network system among Kindergarten·Elementary·Middle·High schools ○ Train curriculum and open teaching&learning process reciprocally ○ Expand the opportunities for joint opening of pedagogical history ○ Expand joint use of educational information and facilities 3) The ways to build connected system amon regions ○ Promote the school as an educational culture centre for the local society ○ Increase human-material support and use ○ Establish a connected regional system among school levels 4) Establish a school choosing system 3.
