The purpose of this article is to analyze the democracy, productivity and effectivity as a rationality standard of housing policy making. Furthermore, we will find out suggestions it need for governance on housing policy formation stage. The analytical approach based on a survey method was made in this article for rationality of hosing policy formation. Questionnaire was gathered from government officials, professors, researchers and NGO etc. About 197 people were selected through face-to-face interviews, e-mails and posts from Oct 22, 2009 to Nov 10, 2009. The data collected from the survey were analysed through the AMOS 17.0 regression analysis and SPSS statistical analysis. Democracy, productivity and effectivity of 'Participatory Government's housing policy making were evaluated low aspects of rationality. It was analyzed on account of the following reasons: ⅰ) governance of housing policy development stage and policy making stage(formation stage) were lacking, ⅱ) a bundle of regulations (control of house selling price, control of housing reconstruction, rental houses supply and site supply) were not appropriate, ⅲ) it was evaluated that the housing policy and other national policy were not balanced, housing policy alternatives were not adapted in market, consistency of policy implementation and reliability of policy implementation were also lacking. In conclusion, a bundle of housing policy alternatives suggested by 'Participatory Government' were not appropriate for evaluating rationality of policy making. That's why governance of housing policy development stage and policy making stage were not sufficient, for it was lacking in citizen's participation. Therefore, there needs to be improvement of the citizen's participation in both policy development stage and policy making stage.
