정부 주택정책의 특성과 시장안정 효과 분석

Characteristics of Government's Housing Policy and its Stabilization Effects

본 연구는 역대 4개 정부의 주택정책의 주요 내용을 분석하고 정책의 효과를 검증함으로써 미래지향적인 주택정책을 설계하는데 시사점을 도출하고자 한다. 분석기간은 1988년부터 2007년까지의 4개정부를 대상으로 하였으며 서울시 아파트시장을 대상으로 하였다. 부동산뱅크에서 2주단위로 조사한 시장가격 자료를 토대로 정부정책이 시장가격에 미치는 영향을 개입아리마모델을 토대로 분석하였다. 역대 4개정부의 주택정책을 정책의 수단별로 분석해 보면 제6공화국의 경우 주택공급제도 개선을 중심으로 한 제도개선 정책을 많이 발표하였으며 문민정부는 세제 및 금융측면의 정책수단에 많이 의존한 것으로 나타났다. 이에 비해 국민의 정부는 경제위기를 해소하기 위한 일환으로 세제 및 금융정책을 통해 주택경기 활성화를 추진하였으며 임대주택공급 등을 중심으로 한 서민주거정책을 다수 발표하였다. 참여정부의 경우에도 서민주거안정에 정책의 초점을 두고 투기수요 억제를 위한 일련의 정책을 발표하였다. 분석대상 정책의 효과성 측면에서는 29개 정책중 7개의 정책이 주택가격 안정에 통계적으로 유의미한 것으로 나타났으며 투기억제정책보다는 공급촉진정책과 혼합정책이 주택시장 안정에 보다 효과적인 것으로 분석되었다. 본 연구는 서울시 주택시장에 한정해서 분석했다는 점과 시장가격 자료에 기초해서 분석했다는 점에서 연구의 일반화에 일정부분 한계를 가지고 있다.

This study analyze contents of prior 4 governments' housing policy and find out its stabilization effects from the viewpoint of housing prices. Housing policy usually focus on stabilization of housing prices because our housing market have experienced excess housing demand. I divided governments' housing policies into 6 types and analysed contents or characteristics of prior governments. Prior governments used different policy combinations even though they have same objectives. Housing policy of Participatory government usually rely on regulation policies. On the other hands, Rho Tae Woo government used housing provision institution for housing market stabilization and Government of Kim Dae Jung used lots of financial and tax policies. ARIMA intervention model was constructed to find out what kind of policy was efficient for housing market stabilization. Main results like as follows. First, stabilization effect of government policies had a limited effect in stabilizing housing prices. Second, when it comes to market stabilization, supply oriented policy show a more effects than that of regulation policy. Third, mix of policies can brought more powerful effects to stabilize housing market. Although several policy implications, there is a limitation a generalization of this study because of research data and scope.
