The Meaning of Political Citizenship in Korean Society

한국사회는 정치적으로 매우 성숙한 단계로 진입하고 있다. 민주주의 공고화 과정을 거치면서 분별력 있는 정치적 시민성이 시민들의 의식으로 자리잡아가면서 더욱 성숙한 민주사회를 구현해 나가고 있다. 한국정치는 거대 양당을 주축으로 한 다당제 하에서 연합민주정치가 발전되 어가는 모습이 나타나고 있다. 한국정치 에서 발현되고 있는 시민들의 정치적 시민성은 정부와 체제 및 체계와의 투입 산출 과 정을 통해 발전되어 오고 있다 특히 최근에 이르러서 는 규범적인 윤리 도덕에 강조를 한 반정치적 전통으로부터 벗어나서 대화와 타협을 통해 공적 이익을 창출하기 위한 사회적 합의를 그 내용으로 한 정치적 시민성이 발전되고 있다. 과거 냉전 하에서 정치체제의 안정과 존속을 강조하였던 정치 윤리적인 측면에서 벗어나서 공적 이익을 창출해 나가기 위한 분별력 있고 비판합리적인 이성을 계발하는 방향으로 시민들 의 정치적 시민성은 함양되어야 한다. 본 논문에서는 한국사회에서 제기되고 있는 시민성개념의 다양한 정의와 정치적 시민성의 의미를 규정해 보고 한국정치현상에서 나타난 정치적 시민성을 복잡계론의 개념들로 분석해 보았다.

South Korean citizens are developing a mature sense of political citizenship. The consolidation of Korean democratization has formed a sophisticated democracy in Korea. Recent1y, the Korean political system has developed toward coalition politics with a multiparty system governed by a ruling party and a major opposition party. Political citizenship, which has appeared in the Korean political system, is becoming a full grown phenomena through systematic processing interactions (input, output, and feedback) with the government and the regime. Korean citizens are trying to escape their anti - political tradition and form a social agreement to promote the public interest through dialogue and compromise. Korean citizens should cultivate political citizenship based on deliberative and critical rationality, rather than on the morality and conformity stressed by past political regimes for the sake of stability and continuity. This paper presents various definitions of political citizenship by using concepts from complex systems theory.
