An Empirical Study of the Mediating Model for Downsizing Strategies

다운사이징에 관한 많은 연구들이 다운사이징의 성과와 생존자신드롬에 초점을두고 있다. 연구의 초기에는 다운사이징 신드롬의 현상과 유형, 후기에는 다운사이징 관행과 신드롬사이의 관계성을 분석하는데 많은 관심이 모아졌다. 그러나 이러한 연구들은 다운사이징의 통합적 인과관계를 제시하지 못한다는 비판이 제기되고 있다. 연구분야에서는 생존자신드롬이나 재무적 성과 같은 실증적 결과에 초점을 둔 반면, 산업계에서는 다운사이징을 경쟁환경에서 피할 수 없는 선택으로 인식하고 성공적 다운사이징을 위한 전략적 로드맵의 확립에 관심을 기울이고 있는 실정이다. 그러므로 다운사이징 연구에 있어서는 실천적 로드맵의 개발을 통하여 관련된 문제를 해결하고 다운사이징의 성과를 확보할 수 있는 통합적 관점이 요청된다. 본 연구에서는 다운사이징 로드맵을 과정관리(DPM: Downsizing Process Management)가 다운사이징 사전관리(PMD:Pre-stage Management of Downsizing)와 다운사이징 반응 (PDR: Post-Downsizing Response)을 중재하는 모형으로써 접근하였다. 다운사이징 사전관리는 다운사이징의 필요성과 도입에 대한 구성원의 동의를 확보할 수 있는 사전공지 ․ 의사소통, 노사간 협력과 가치의 공유로정의하였다. 다운사이징 과정관리는 공정성․배려, 정리해고이외의 대안제시 ․ 구성원의 참여로 정의하였다. 또한 다운사이징 반응은 실현된 다운사이징에 대한 생존자의 반응 (현실형, 긍정형, 부정형)으로 정의하였다. 선행연구들은 다운사이징의사전단계에서 관리되어야할 이슈들을 제시하고 있는데 주로 사전공지, 구성원과의 의사소통과 협력, 다운사이징에 대한 공유된 인식 등이 대표적이다. 이를 본 연구에서는 PMD로 변수화하였다. 또한 관련 연구에 의하면 PDR은 어떻게 다운사이징이 관리자에 의해 설득되어지고 결정되는가에 관한 생존자의 인식에 영향을 받는다. 요약하면 PMD은 PDR에 연관된다는 것이다. 이에 본 연구에서는 다음과 같은 가설을 유도하였다. 가설 1: PMD는 PDR에 긍정적 영향을 줄 것이다. DPM에서는 정리해고, 재배치, 전근, 전직지원 서비스 등에 대하여 근로자들과 인식의 공유, 즉 공정성이 요청된다. 기본적으로 그러한 노력에 기반한 다운사이징관리가 이루어져야할 것이다. 또한 다운사이징 과정에서 근로자를 위한 배려가다운사이징의 성과를 향상시키는데 유용하다. 뿐만 아니라 정리해고 이외의 대안 제시 노력과 다운사이징의 과정에서 구성원의 참여가 근로자의 긍정적 반응에 기여한다. 이러한 관점에서 아래와 같은 가설을 유도하였다. 가설 2: DPM은 PDR에 긍정적 영향을 줄 것이다. 그리고 언제 다운사이징이 착수되어야하고 어떻게 논의되어야 하는가, 어떤 체계적 관리가 준비되어야 하는가가 성공적 다운사이징에 직접적으로 연결되어 있다. DPM은 다운사이징의 부작용을 극복하기 위해서도 필요할 뿐만 아니라 다운사이징 본래의 목표달성을 위해서도 실천되어야 한다. 가설 3: PMD는 DPM에 긍정적 영향을 줄 것이다. 다운사이징 전략의 중재모형을 분석하기 위하여 본 연구는 조사대상 모집단을 한국 자동차산업으로 선택하였다. 자동차산업은 세계적 경기침체에 직접적 영향을 받고 있으며 한국도 예외가 아니다. 국내의 실정을 들면(2008년 2/4분기 기준) 현대자동차는 주문량감소로 생산공장 중 하나를 폐쇄하였으며 조업중단도 고려하였다. 부품업체 또한 많은 어려움을 겪고 있다. 인천의 남동공단과 군장국가산업 단지의 600여 사업장에서 조업중단이 이루어졌으며 10,000여명의 근로자가 회사를 떠났던 경험을 가지고 있다. 현실적으로 한국의 자동차산업, 특히 부품업체에서 다운사이징과 구조조정은 피할 수 없는 상황인 것이다. 이러한 상황을 감안하여 본 연구에서는 실증분석의 대상으로 한국자동차산업을 선정하였다. 500부의 설문지가 배포되었고 226부가 회수되었다. 26부의 부적절한 설문지를 제외하고 200부가 본 분석에 투입되었다. LISREL을 이용한 중재모형 분석을 통하여 가설2와 가설 3은 채택되었고 가설 1은 기각되었다. 이를 통하여 DPM이 PMD와 PDR을 중재하고 있음이 통계적으로 확인되었다. 이러한 실증분석 결과는 Flint(2003), Allen et al.(2001), 그리고 Band and Tustin(1995)의 연구결과를 지지하는 것이다. 특히 본 연구에서는 PMD이 DPM에 유의한 영향을 미치고 있음을 확인하였는데 이는 기존의 연구와 차별화되는 시사점을 제공하고 있다. 요약하면 PMD와 DPM의 인과성이 다운사이징 전략의 핵심임을 의미하는 것이다.

Until now, many studies have focused on some patterns of downsizing performance and survivor’s syndrome. An early stage of those studies tried to identify what is the downsizing syndrome. In the later stage, some researchers explored the relationship between downsizing practices and results. However, those studies have not sufficiently analyzed the integrated causality of downsizing. Academic sphere just only focused on the survivor's syndrome or empirical evidence such as financial performance. On the other hand, business societies recognized downsizing as an unavoidable decision, and tried to establish the strategic road-map for successful downsizing. Therefore, an integrated perspective in the downsizing research is very important for business society to develop the practical road-map, to solve the related problems, and to secure the downsizing performance.1) This paper approaches the downsizing strategy as a mediating model in which DPM (Downsizing Process Management) mediates between PMD(Pre-stage Management of Downsizing) and PDR (Post-Downsizing Response). To investigate the mediating model of downsizing strategy, this paper selected the Korean automobile industry as a research population. The automobile industry has been directly affected by the global economic downturn. Korea is no exception. It is widely recognized that the automobile, semiconductor, and petrochemical industries are expected to be the core targets for downsizing. In fact, the automobile industry is one of the most vulnerable sector during the global financial crisis. Currently, Hyundai Motor shut down one major plant due to a lack of orders. With carmakers cutting production, parts manufacturers are having trouble. At namdong industrial complex in incheon and national industrial complex in gunsan, nearly 600 businesses suspended operations temporarily, leaving 10,000 workers at home. Now, downsizing and restructuring are inevitable situation in the Korean automobile industry, especially auto parts manufacturers. A total of 500 questionnaires were sent out and 226 were returned. Excluding 26 invalid questionnaires, 200 valid responses were received. By testing the causality of mediating model based on LISREL, hypotheses 2, 3 are supported, and hypothesis 1 is rejected. These results suggest that DPM plays an important role in the situation of post-downsizing. The empirical results are consistent with Flint (2003), Allen et al. (2001), and Band & Tustin (1995) that downsizing process management is beneficial in the downsized organization. Also, PMD has a significant effect on DPM. This is an important finding since it varies from prior studies that regarded both PMD and DPM as a similar variable. The causality between PMD and DPM is a core in the downsizing strategy. In summary, PMD must be reprocessed, and needs to be verified by the DPM. In conclusion, this paper demonstrated the mediating causality of DPM between PMD and PDR.
