The purpose of this paper is to investigate the features of test development process from different components of test specifications. A data-driven study was planned to value the positive roles of test specifications in item development and review process. The source of data was collected from test writers' and reviewers' meetings in the development of a writing English test. All the key words or phrases were categorized and also counted by frequency. It was then found that there was mismatch between what was equally valued in the test specification and what was frequently discussed in testers' meetings. It is suggested that test specifications need to be discussed and implemented in the earlier stages of test development. Also, it should be noted that participation in test specifications is by those most closely connected with and affected by the test use.
