Learner needs analysis was carried out in order to improve the practical English program at K university. The program is intended to meet learner needs for the sake of effective English education. Survey participants included 892 students, 44 English native speaker instructors, 107 graduate students, and 40 workers (graduates) of the university. The findings showed that regarding speaking skill, both current students and native instructors ranked high for leamer needs; however, both graduate students and workers rated it the least frequently used skill in English. Listening skill was rated quite high by students and native instructors; graduate students ranked listening moderately high for their study but workers rated it the second least frequently used skill in English. In the case of reading skill, all groups rated it high; especially, graduate students and workers indicated that they use reading skill the most in their fields. With respect to writing skill, all groups rated it quite highly. The findings of this study may serve as a good database when the program is ready to be improved. Given that most universities in Korea have practical English programs, these findings may also serve as a good reference for those schools.
