고등교육재정교부금법 제정방안에 대한 논의

A Discussion about Enactment Plan of ｢Grant Law for Higher Education｣

이 연구는 고등교육재정의 현황과 과제를 살펴본 후, 고등교육재정교부금제도 도입의 의의와 필요성을 설명하고, 고등교육재정교부금법 제정방안을 논의하고자 하였다.고등교육재정교부금법 제정의 필요성으로 고등교육재원의 안정적 확보, 고등교육의 최소수준 유지, 고등교육기관 세입의 등록금 의존도 감축, 고등교육재원의 효율적 배분 및 고등교육재정의 자율성 제고, 고등교육기관의구조조정과 자구노력 촉진, 사립대학에 대한 경상비 지원제도 도입 등을 제시하였다.고등교육재정교부금법 제정방안으로 교부금법의 목적, 재원, 교부금의 종류와 배분기준, 교부금 사업, 교부금 수급자격 등을 논의하였다. 교부금 재원은 고등교육세 신설 또는 국세 교육세의 고등교육세 전환을 통해 확보하는 방안과 내국세의 일정률로 확보하는 방안을 제시하였다.

The purposes of is study are to examine the present conditions and problems of higher education finance, to explain the meanings and the necessities of enacting ｢Grant Law for Higher Education｣, and to discuss about enactment plan of the Law. The necessities of enacting ｢Grant Law for Higher Education｣ are as follows: the steady securing of higher education finance, the maintenance of the minimum standard of higher education, the reduction of level of dependence of tuition, the improvement of efficiency and autonomy of higher education finance, the promotion of restructuring the institute and saving themselves, the introduction of grant system of current expenses for private higher education institutes. At the discussion chapter about Enactment Plan of ｢Grant Law for Higher Education｣, I suggested on the aim of the Law, the resource and kinds of the grant, the criteria of allocation of the grant, the enterprise by the grant, and the qualification for subsidizing the grant. The proposed resource of the grant are two. The one is new establishment of higher education tax, the other is the fixed percentage of internal tax.
