성장촉진지역 재정지원의 사각지대

A Dead Angle Area of 'Revitalizing Project' for the Less Development Regions

성장촉진지역을 지원하는 신활력사업에서 항상 배제되는, 즉 지원대상에서 제외되는 지역이 나타나는데, 이 지역들을 재정지원의 사각지대라로 표현할 수 있다. 본 연구의 목적은 이러한 사각지대를 실증적으로 분석하는것이다.일부 읍면지역은 소속된 통합시가 성장촉진(낙후)지역으로 선정되어 정부의 지원을 받을 수 있는 반면에 다른 일부의 읍면지역은 소속된 통합시가 성장촉진지역으로 선정되지 못함으로써 사실상 정부의 지원이 배제되는소위 제도적인 사각지대가 나타났다. 신활력사업을 추진하는 과정에서, 즉시군이 어떤 특정 사업을 선정과정에서 제외된 분야 또는 그 종사자는 정부의 지원으로부터 배제될 수밖에 없다. 성장촉진지역의 신활력사업을 어떤 특정 분야로 국한하면 할수록 수혜지역의 다른 분야 또는 그 종사자가정부의 지원으로부터 배제될 가능성이 그만큼 더 커지는 운영상의 사각지대가 나타나고 있었다.

It is mentioned that some of the depressed area is excluded from the subsidy of the central government, the objective of revitalizing project for the less development regions. The actual analysis of this problem is the task of this article. The results of the actual analysis are that first, some of the depressed Eup-Myeon areas take the subsidy of the central government because their city was selected for revitalizing project, but on the other handsome of the depressed Eup-Myeon areas don't take the subsidy of the central government because their city wasn't selected for the objective of revitalizing project. It is found the institutional dead angle area in the process of selecting the objective of revitalizing project. Second, when their city must select a particular industry sector for revitalizing project, it is excluded an other industry sector from the subsidy of the central government. It is found the operational dead angle area.
