화물자동차 운송시장에서 감차에 영향을 미치는 요인에 관한 연구

An Empirical Study on Influence Factors of Reduce the Number in Freight Trucking Industry

정부는 시장실패에 대한 개입으로 규제를 할 수가 있다. 감차는 정부의 규제방식중 시장유인적 규제로서 간접적인 규제에 해당한다. 외국에서는 감척 등의사례는 있지만 감차는 전례를 찾을 수 없었다. 물류에 있어서 수송은 보관과 더불어 중요한 요소의 하나이므로 이 부문의 안정과 발전은 물류의 발전에 있어서기반이 된다고 할 수 있으므로 정부는 감차를 고려하게 되었다. 화물자동차운송은 공로운송으로 표현되는데 이는 우리나라 국내수송의 90%를 차지하는 높은비중의 산업임에도 불구하고 사업의 영세성과 무관심 등으로 인하여 많은 연구가 이루어지지 못한 분야이기도 하다. 국내화물자동차 운송사업은 영세성과 공급초과 및 유가의 등락에 따른 여파로 인하여 어려움을 겪고 있다. 정부에서는초과공급으로 인하여 운임이 하락하고 경영이 어려워져 어려움에 처한 운전자에대해 배려하고, 화물자동차 운송시장의 안정을 기하여 물류업의 건전성을 확보하고자 노력하고 있다. 2008년에 실시된 정부의 감차정책은 초과공급된 차량의 감차를 적극적으로 정책에 반영한 것으로 정부의 시장개입이라는 부정적 측면도 있지만, 업계를 떠나고자 하는 사업주에게 기회를 주고 남아있는 사업주에게는 안정된 물량을 기반으로 안정을 기하고자 하였다. 본 연구는 차량의 감차에 영향을 미치는 요인에 대하여 각 지역의 운수사업자를 대상으로 면담을 통하여 분석하였다.

An innovative and new approach is essential for the trucking industry in Korea due to economic conditions and distinctive characteristics of the market. The annual income level of workers in the industry is continuously decreasing despite placing a great deal of effort to restructure industry and combat dismal domestic economic condition; decreasing the number of freight trucks to tackle this particular problem was suggested. The purpose of this paper is to identify and examine the factors that can affect the successful implementation of reducing the number of freight trucks. The results indicate that the factors, such as origin, operating locations, and years of freight trucks were insignificant in the reduction of the number of trucks. The significant factor that affects the reduction in the number of trucks is the income levels of small cargo trucks; therefore, small cargo trucks with low monthly income are the potential and primary target for industry-wide reduction, especially those who are facing considerable problems due to significant reduction in their monthly income. Those who own cargo trucks that need to be salvaged indicate considerable interest in the industry wide freight truck reduction program implemented by the government. People who strongly support this program indicate that they will support this program regardless of funding and its duration for participating in this program.
