공무원의 섬김의 리더십에 대한 고위관료의 인식

High-Ranking Public Servants' Attitudes toward Public Servant Leadership

이명박 정부가 공직자의 국민에 대한 섬김의 자세로써 머슴론을 강조한지 2년이 지났다. 과연 공직자들의 현재의 섬김의 리더십 자세는 어떠하며 미래에는 어떻게변할 것인가? 본 연구의 목적은 이명박 정부의 머슴론에 이론적 기반을 제공해줄섬김의 리더십을 이해하며 대한민국 공직자의 섬김의 리더십 자세를 고위관료의 인식을 통해서 확인하고 앞으로의 공직자의 섬김의 리더십 자세의 방향을 모색하고자하는데 있다. 섬김의 리더십 즉 섬기는 공직자의 자세를 섬김의 리더십의 창시자인Robert K. Greenleaf의 주장에 따라 섬김, 진취성, 비전설정, 경청, 의사소통,성찰, 감정이입, 직관력, 선견지명, 지각력, 설득력, 행동력, 비전실현 재능, 치유능력, 공동체 재건능력, 사람을 키우는 능력, 권위 등으로 분석했다. 이들에 대해서고위공무원의 입장에서 대한민국 공무원의 현재 및 미래 자세에 대해서 조사, 분석했다. 설문에 응답된 결과를 전체적으로 분석해 볼 때, 현재의 공무원들이 가지고있는 섬기는 공직자의 자세에 대한 태도는 리커트 5점 척도상의 평균 3.58점으로,미래의 공무원들이 가질 섬기는 공직자의 자세에 대한 태도는 평균 4.03점으로 각각 나타났다. 한편, 구체적으로 각 특성별로 분석할 때, 시민의 공복으로서의 섬김의 자세, 직관력, 진취성, 공동체 재건 능력, 비전설정과 실현 재능, 행동력 등은다른 요소들에 비해 상대적으로 높은 점수를 받았다. 그러나 서두르지 않고 의사결정을 하는 능력, 상대방의 입장에서 생각하고 공감하는 능력, 자신에 대한 감정 치유 능력, 사람을 키우는 능력, 설득력, 권위 등은 다른 것들에 비해 상대적으로 낮은 점수를 받았다. 미래에는 공무원의 섬김의 리더십 자세는 더욱 나아질 것으로전망해 본다.

The purposes of this study are to understand servant leadership and to find public servants' attitudes toward servant leadership in Lee Myung-Bak Administration. The characteristics of servant leadership are presented, according to Robert K. Greenleaf's perspective, as servants, progressive individuals, vision setting, listening, communication, withdrawal and reflection, empathy, intuition, foresight, perception, persuasion, action, visionary conceptualizing, healing, community, people-building, and authority. To survey the present and future attitudes of public servants, regarding the degree of servant leadership in the senior officials perspective, questions were presented to Korean officials, using a five-point Likert scale. The study finds that, at the present day, public servants' attitudes toward servant leadership in Korea are as good as 3.58 points. In the future, public servants' attitudes toward servant leadership in Korea are expected to be 4.03 points, which is much higher scores than those of present public servants' attitudes.
