고등교육기관에 대한 BSC 참조 모형 개발

최근 국내의 고등교육기관들은 급격한 환경변화로 인해 연구,교육,봉사와 같은 사명을 달성하는 데어려움을 겪고 있다.따라서 고등교육기관들은 내외부 이해관계자들로부터 조직을 혁신하고 경쟁력을 강화할 것을 요구 받고 있다.이러한 맥락에서,그 동안 전략적 혁신 도구로서 많은 영리 및 비영리 조직에서 그 가치가 입증된 BSC(BalancedScorecard)를 고등교육기관에 일반적으로 적용할 수 있는 참조 모형을 제시하고자 한다.이 참조 모형은 관점 프레임워크,전략체계도,성과지표로 구성되어 있으며,이것들은 고등교육기관의 성과에 대한 관점,전략,성과지표들에 대해 일반화된 요소들과 그것들 간의 관계들을체계적으로 보여준다.본 연구에서 제시한 참조 모형은 고등교육기관들이 BSC 도입을 추진할 때,핵심요소인 BSC 모형을 효율적으로 개발하는 데 도움을 줄 수 있을 것으로 기대된다.

Recently, most domestic higher education institutions (HEIs) have been required to innovate themselves and strengthen their competitiveness by internal and external stakeholders, while having struggled to achieve their missions such as research, education, and service for society. Therefore, this paper proposes a reference model for BSC (Balanced Scorecard) which has been proven a powerful strategic innovation tool through many implementations both in profit and non-profit organizations. The proposed model was developed so that it could be generally applied to the HEIs. The model includes a perspective framework, a strategy map, and measures for organizational performance, and these artifacts systematically represent general components and their relationships in terms of HEIs' perspectives on performance, strategies, and performance indicators. The model is expected to help a HEI develop a BSC model effectively to implement BSC environment.
