Perspective of Cadastral Administration As a Viewpoint of Governance

공통문제를 해결하기 위한 Governance 관점의 접근에 관하여 오랫동안 관심이 결여되었고, 이는 지적행정의 발전에 부합하지 못하는 상황이 되었다. 따라서 본 연구는 다양한 분야에서 대두되는governance의 개념 및 주요내용을 검토하여 이를 토대로 발전적인 지적행정의 전망을 모색하는데 목적을 두고 있다. 연구목적을 달성하고 원활한 연구진행을 위한 대상 및 범위는 Land-Governance의 개념및 역할, 주체 및 객체, 그리고 governance의 원리 등으로 한정하고, 조사방법은 문헌조사를 통하여 2차자료를 수집하며, 접근방법은 서술적 접근방법과 제도적 접근방법을 병용하였다. 연구결과는 다음과 같은 관점에서 도출하였다. 첫째, Land-Governance의 개념적 접근은 다양성, 유형, 토지 관리의 역할 관점에서 언급하였다. 둘째, Land-Governance의 운영체계는 주체, 객체, 원리 등의 관점에서 검토하였다.셋째, 지적행정의 전망은 Land Governance의 원리인 판단기준 및 고려사항 차원에서 검토하였다

It was an actual circumstance not to coincide with the development of cadastral administration by lacking a concern for a while about the approach as a viewpoint governance to resolve shared issues. For that reason, the purpose of this study is to grope the perspective of expansive cadastral administration by examining and analyzing the definition of land-governance and its principal contents. To achieve the research objective, the range was limited to the concept and role, the subject and object, and the principles of land-governance. As the research method, the secondary data are collected through the reference of literature. And the descriptive and systematic approaches are applied concurrently. The research findings are as follows; First, the conceptual approach of land-governance was reviewed in terms of the diversity, the type, and the role of land management. Second, the operating system of land-governance conducted as a viewpoint of the activity subject, the operating object, and the decision principles. Third, the perspective of expansive cadastral administration was referred to the alternative by reflecting the considerations and the decision-making principles.
