국가 CORS와 표석기준점의 통합활용 전략연구

Strategies for Integrated Services of National CORS and Ground Control Points

본 연구에서는 우리나라 표석기준점의 관리체계를 분석하고 위성측위(PNT)와 국가상시관측망(CORS)의 새로운 서비스 방안을 도출하며, 국가기준점, 공공기준점, 지적기준점, 수로기준점을 계층적으로 통합서비스하는 방안을 제시하는데 목적이 있다.국가CORS는 CORS망(KORSnet)을 구성하여 국가에서 관리하되 서비스 제공기관을 복수화하여 경쟁력을 확보토록 하고 권역별 서비스를 고려할 필요가 있으며, 표석기준점은 목적별로 계층적으로 통합서비스할 수 있도록 ‘기준점 관리규칙(안)’에 따라 등급별로 재분류하여 국제수준의 위치기반서비스(LBS)에 적합시켜 나가는 방안을 제시하였다. 또한 임야도 시행지역과 지적도 시행지역, 그리고 구소삼각점 지역별로 다양한 공간정보사업과 연계하여 지적기준점을 세계측지계로 전환하고 공동활용하는 정책방안을 제시하였다.

This paper analyzed the national space-based positionig, navigation and timing(PNT), national continuously operating reference stations(CORS), and ground control points in Korea. The systematic schemes are reviewed for integrated services of geodetic, cadastral, hydrographic, and public control points. National CORS network services(KORSnet) are needed to be managed by unified system and the competent public services by regional coverages. For location based services(LBS), the new hierarchical structures of control marks are proposed for a legislation of integrated management of control points by re-classification systems. In the near future, cadastral control points must be transformed to the KGD2002 coordinates, and suitable techniques are related to national spatial projects jointly in each case of areas(cadastral map area, forest map area, and old-triangulation area.).
