사회복지관의 부설기관 운영과 사회복지관 기능제고와의 관계연구

A Study of Relation and Function Improvement of Community Welfare Center through Attached Organizations Function

본 연구는 우리나라의 지역복지 전개에 있어 중요한 역할을 수행해 온 사회복지관과 그곳에서 운영되고 있는 부설기관이 상호 긍정적 상관관계를 갖고있음을 밝히고， 이를 통해 사회복지관의 역할과 기능의 활성화를 위한 방안을모색하는데 그 목적이 있다. 부설기관의 설치 여부는 사회복지관의 규모， 주요 사업 프로그램의 수， 사회복지관 전체 이용자 수l 수급자 차상위계층 이용지수，대상자 파악 및 서비스 제공을 위한 타 기관과의 연계 ， 서비스를 제공하는 기본 인력과 정규직원의 수， 경상보조금과 처우개선보조금의 크기 ， 사회복지사 1급 자격을 소지한 직원의 수 등과 앙의 상관관계를 보이고 있는 것으로 나타났다. 이는 사회복지관이 지역사회를 기반으로 하여 일정한 시실과 전문 인력을 갖추 고 지역주민의 참여와 협력을 통해 지역사회의 복지문제를 예방 해결하기 위하여 종합적인 복지서비스를 제공하는 시설로서 그 역할과 기능을 수행하는 데 부설기관이 기여하고 있음을 보여주는 걸과라고 할 수 있다， 이에 본 연구를 통해 부설기관의 활용을 통한 사회복지관의 역할과 기능 활성화의 가능성을 논하고， 실전적 한계 및 향후의 과제로서 사회복지관의 부설기관 운영이 자원봉사자 및 후원자 개발 등과 연관성을 강지 못하고 있는 점을 제시하였다.

This study proved community welfare center that has played a critical role in progressing community welfare and attached organization managed in community welfare center has mutual positive relationship. It purposes seeking measures to vitalize the role and function of community welfare center. Whether attached organization would be established or not has positive correlation with the size of community welfare center, the number of major service program, the number of total user of community welfare center, the number of user who is recipients of national basic livelihood security or the second highest class, connection with other organization for figuring our object and offering service, the number of basic labor who offer service and pεrmanent employee, rhe s ize of regular subsidy and improve rrearmεnt subsidy, rhe number of worker who has fìrsr c1ass licence of social worker. 까1Ís resulr means rhar rhe arrached organizations contribure for community welfare cenrer to perform the role and function as the institurion which offer comprehensive welfare service to prevent.solve the welfare problem of community sociery rhrough parricipation and cooperarion of civil of communiry wirh cerrain institution and professional labor based in community society. Thus, this srudy suggests the possibility of vitalize rhe ro le and funcrion of communiry welfare cenrer rhrough using arrached organizarion, and commands pracricallimit and henceforth task as rhe facr rhar rhe managemenr of arrached organization don’r have relation with development of volunteer and supporter.
