A Study on the Advance Safety and Security Cargo Data Submission in EU

The European Commission presented a series of measures designed to control cross-border goods. As one of the such measures, ‘Safety and Security Amendment’ to the Community Customs Code(Regulation (EC) NO 648/2005) was published in the Official Journal on 4 May 2005. This introduces a number of measures to tighten security for goods crossing international borders. The Amendment aims to ensure faster and better-targeted checks through customs controls for all goods brought into or out of the EU's customs territory. The Amendment Requires traders to provide customs authorities with information on goods prior to import to or export from the European Union. Pre-arrival information for all goods brought into the Community has to be made available before the goods are brought into the Community in the form of an Entry Summary Declaration(ENS). Enforcement of regulation for pre-arrival/pre-departure declaration in EU have a strong influence on international trade. International society including Korea responses appropriately to the advance safety and security cargo data submission in EU.
