One of the major characteristics of twenty-first century culture that distinguishes it from the culture of previous eras is the reproduction of electro-technology. There has been a great leap of transformative reproduction relationships from the stage of early optic technical reproduction seen in photography and movies to the stage of today’s electro-technical reproduction. Indeed, many changes have occurred in today’s art due to the great impact of techno culture’s development and the fluctuations of the social systems on the cultural ground. Due to the positive combination of art and politics, like the art pf commodity that has been diffused into our daily life, cultural as well as advertising businesses that have been leading factors of mass culture and the systematization of art and culture that has been expanded by cultural policy, many differences that had not been seen up to this point are noticeable. Art is the commodity that has been diffused into our daily life, while the advertising businesses that have been leading factors of mass culture. The systematization of art and culture has been expanded by government intervention in cultural policy and thus, social and institutional research is required in order to comprehend and confront these changes. What makes this study so crucial is that it suggests a new paradigm that connects cultural policy, like software that manages the cultural systematization, to cultural values of consumption and production in the social institutional perspective. In order to tackle these issues, the role of government is crucial in the promotion of cultural industry in the country. Looking from this perspective, the role of government can be summarized in two ways. First, it should be focused more on a foundation that fosters the enterprise’s overall ability of confrontation rather than focusing on directly supporting individual enterprises. However, the major concerns are that if the government intervenes directly into the market, the ability of enterprise to survive in the business world would be low and government dependency could be deepened in certain ways. In addition, the impartial competition environment can be hampered when certain industries are solely supported. Although there is a great need to minimize government’sdirect support of business, which can be a failure factor, we should be aware that our country is in the incipient stage of the cultural business and is composed of mostly industries that last for a long time. Therefore, government support is an inevitable first step toward excellent cultural content. What’s so pivotal at this point is the construction of a support system that will help invent excellent cultural content as well as develop and support businesses. Second, the impartial evaluation of the outcome of support is essential. Particularly, policies of cultural industries are evaluated by the result of a policy so that accomplishment of a policy’s result and a policy’s purpose has a direct influence on not only the effectiveness of policy but also public responsibility. Due to the fact that the statistical management of cultural industry has not been organized systematically at this point, many research topics on cultural industry policies, such as setting up the standardization and method of a project’s evaluation, have not been touched. In spite of these limits, it is essential to prepare the support system for policy enforcement, achievement and improvement in the near future, The country’s cultural policy should not only be aware of people’s receptivity of recognition, aesthetics and morality, but also support them in developing their own creativity as much as possible. It is very important that cultural values as well as cultural patterns be policies of incitement in order for people to select anddevelop them in a natural way.
