주요국 대학자체평가의 직무 분석과 시사점

A Study on The Job Specifications and Staff's Role of University Self Review of Major Countries

우리나라는 2009년 대학자체평가 의무화 조치에 따라 개별 대학들이 자체평가추진 추진체계의 정비, 평가항목 평가지표 평가기준 등 평가기준의 개발, 추진절차 및 자체평가를 위한 예산 편성 등 자체평가 전반에 대한 준비와 추진을하였다. 특히, 대학자체평가 담당자의 전문성 강화는 대학자체평가 시스템 구축의 전제조건이라는 점을 고려할 때, 대학 내부 자체평가의 시행에 필요한 대학별평가의 편람 및 기준을 개발하고, 효율적인 평가절차 수립 등의 전문적인 평가활동을 수행할 수 있는 평가 전문 인력의 확보와 전문성 제고는 현실적으로 대학이직면한 현안 문제라고 할 수 있다.이러한 배경 하에서 본 논문은 먼저, 우리나라 대학자체평가의 법적 근거와 실행과정에서의 문제점을 진단하였다. 그리고 미국의 뉴잉글랜드 대학협회, 일본NIAD-UE 대학평가, 아이슬랜드 교육과학문화부, 호주 AUQA 등에서 대학평가의 일환으로 추진되는 대학자체평가의 추진 단계별 주요 직무를 분석하였고, 평가담당자는 어떤 역할을 수행하고 있는지를 살펴보았다. 이를 토대로 하여 우리나라 대학자체평가 담당자의 직무역량 강화와 전문성 제고에 주는 시사점을 도출하였다.

Korea has enacted a rule of self review in higher education in 2008. Therefore, the university conducted a mandatory self review through preparations for overall the university of self review, as the promoting self review maintenance organizations, development of evaluation criteria, the formulation of a plan to promote self review and so on, in 2009. The self review staff of professionalism deserve special emphasis a precondition for self review system. The self review of professional staffing and development as the university’s current problems are pointed out. Based on this background, this study is to analysis the legal basis and the problems of the implementation process. This study examined self review tasks and the role of representative in self review as part of the accreditation of New England Association of American University, the Department of Iceland Education Sciences, Japan’s NIAD-UE and Australia’s AUQA.
