‘새로운 미국 학교(NAS)’ 학교개혁 추진 사례의 특징과 시사점

An Analysis of the Comprehensive School Reform by New American Schools in U.S.

본 논문은 미국에서 ‘새로운 미국 학교’(New American Schools, 이하 ‘NAS)’를 중심으로 추진된 학교개혁 추진 사례를 분석함으로써 학교컨설팅 활성화를 위한과제 탐색에 대한 시사점을 얻고자 하였다. 분석 결과, 다음과 같은 시사점을 도출하였다. 첫째, 학교컨설팅이 범학교차원 접근방식을 취하는 것이 필요하다. 둘째, 학교컨설팅 실행기관이 다양화되고 특성화되는 것이 필요하다. 셋째, 학교컨설팅은 궁극적으로 단위학교의 역량 강화에 목적을 두어야 한다. 넷째, 학교컨설팅 활성화 추진 과정은 3~4개년에 거친 단계적이고 장기적인 전략 속에서 진행되는 것이 필요하다. 다섯째, 학교컨설팅 실행기관과 의뢰인의 비용 확보를 위한 공적 자금 뿐만 아니라 민간기금의 활용을 적극적으로 검토하는 것이 필요하다. 여섯째, 학교컨설팅 체제 구축에 있어 다양한 기관들의 역할과 기능이 보다 명확히정립되어야 한다. 일곱째, 학교컨설팅의 활성화에 요구되는 여러 요인들과 여건들을 잘 조성하는 것이 필요하다.

This study aims at implications for making strategy to disseminate ‘school consulting’ by an analysis of the overall school reform from the cases of ‘New American Schools(NAS)’ in the U.S. As a result, the following implications are to be suggested. First, school consulting needs to take a school-wide approach. Second, it requires to have executive organizations which become diverse and specialized. Third, the purpose of school consulting ought to be empowering individual school’s competence. Fourth, school consulting dissemination asks for more step-by-step actions with a plan longer than 3-4 years. Fifth, more positive utilization of private investment as well as public funds should be considered in order for organizations and clients to secure costs for school consulting. For the last, roles and functions of school consulting organizations needs to be clearly set while building a system of school consulting.
