오바마 정부 교육개혁의 동향과 시사점

Trends of the Education Reform of the Obama Administration in the U.S. and Their Implications for Korean Education Reform

본 연구는 미국 민주당의 오바마 정부가 계획하고 있는 교육개혁의 동향을 탐색하여 한국의 교육개혁에 유용한 시사점을 도출하는 것을 목적으로 하였다. 오바마 정부는 경제침체기에 교육에 투자하고 사회경제적으로 어려운 계층을 보호해야 미래 성장 동력을 확보할 수 있다는 철학을 교육개혁안에 담고 있었다. 연구결과에 따라 오바마 정부의 교육개혁 동향을 요약하면 다음과 같다. 첫째, 낙오학생방지법(NCLB)과 같은 성과중심 교육개혁의 폐해를 개선한다. 둘째, 연방정부의 예산배정을 학생의 학업성취도와 연계한다. 셋째, 우수교사를 적극 유치,보상, 훈련, 근속케 하고 무능교사를 퇴출한다. 넷째, 공립학교 관료제의 폐단을개선하기 위해 책무성이 명료한 차터스쿨로의 전환을 적극 권장한다. 다섯째, 2년제 커뮤니티 칼리지를 개혁하여 국민의 고등교육기회 향상과 21세기형 직업을준비한다. 여섯째, 대학생들의 사회봉사활동을 활성화하고 학비지원을 강화한다.이렇듯 오바마 정부의 교육개혁 동향은 다방면에서 교육개혁을 시도하는 한국에 도 역지사지의 유용한 시사점을 제공할 것으로 사료된다.

Obama administration strives to improve schools. There are fundamental principles for the education reforms of the elementary and secondary school and higher education in the Obama administration. Frist of all, in case of the elementary and secondary school the focuses of education reform are ones that raise student achievement; inspire students to excel in math and science; and turn around failing schools that steal the future of too many young Americans, from rural communities to the inner city. Briefly speaking the Obama administration is going to reward success instead of rewarding failure and invest in reform instead of funding the status quo. So far as higher education is concerned the Obama administration has plan to make college more affordable and give families tax credit for college and increase federal grants. Also it is willing to activate volunteer activities of colleges under severe economic recession.
