1950년대 미국 교육원조를 통한 교수 해외 연수 프로그램에 대한 사례연구

The Overseas Training Program for Faculty Member under U. S. Educational Aid in the 1950s

본 연구에서는 1950년대 고등교육분야에 대한 미국 교육원조인 서울대-미네소타대 프로젝트 지원으로 이루어진 교수 해외 연수 프로그램의 실제와 대학교육에 가져온 변화에 대해 살펴보았다. 1954년과 1962년 사이에 서울대-미네소타대프로젝트 지원으로 226명의 서울대 교수들이 미국에서 공부했으며, 연수에 참여했던 교수 가운데 71명이 석사학위를 취득하였고, 15명이 박사학위를 취득하였다.교수 연수 프로그램의 성과를 공대 중심으로 분석하면서 미국에서 학위를 받고온 교수들이 새로운 교육과정이나 교수방법을 적용한 교육을 하는 과정에서 이전의 일본식 제국대학에 익숙한 학과의 원로 교수들과 갈등이 있었음을 확인할 수있었다.

This study aims to examine overseas training program for faculty member under Seoul National University-University of Minnesota(SNU-UMN) Project, a U. S. educational aid to South Korea in the field of higher education in the 1950s. This study focuses on examining what actually happened during the overseas training program. I specially used oral history to examine actual practices and conflicts. Upon the invitation of the U. S. Foreign Operations Administration (FOA), the University of Minnesota(UMN) signed a contract to created the SNU-UMN Project on Sep. 28, 1954. The SNU-UMN Project was designed to strengthen SNU in its teaching, research, and public outreach to the community. To realize project goal, technical assistance was provided. Staff improvement was accomplished through further graduate training of SNU faculty members in the U. S. institutions. Between 1954 and 1962, nearly 226 SNU faculty members studied in theU. S. and the majority of them studied in Minnesota earning 71 master’s degrees and 15 doctoral degrees. In the study, focusing on engineering college I found that there were conflicts between senior professors and junior professors who returned from the U. S. study when the latter tried to introduce new curriculum or teaching methods. In the worst case of the colleges of Engineering, 6 professors who returned to Korea after had earned doctoral degrees under this project left SNU.
