The Developmental Tasks to Facilitate the Campus Town in Korean Universities

A study about the desirable formation of a ‘campus town’ and its significant role making an active regional community could be one of major agendas in research area of Korean higher education. The purpose of this study was to suggest some developmental tasks to facilitate the campus town in Korean universities. The implications can be summarized as follows: First, policies to develop campus town need to be made synthetically with partnership view. In macroscopic concept, developing human resources and regional industries’ policies should go along together. Second, local government’s plan should be taken under local government institutions and universities. Institutional and legal measures by local government are needed more than university’s self-efforts are also essential for this development. Third, for activating participation of local government, policies such as additional support, tax reduction and reducing abundant regulation should be expanded in international level. Fourth, ensuring the university’s autonomy can raise the efficiency when it comes to achieving the development goals and setting the direction. Fifth, keen cooperation between universities is needed to activate campus town. The problem still is that building a financial, systemic, administrative aid system which revive the university’s characteristics when form a campus town.

대학과 지역사회와의 긴밀한 상관성에서 공간적․기능적․지리적으로 깊이 자리잡고 있는 ‘대학촌’과 대학촌의 활성화와 관련된 사안은 현재 한국 고등교육의 중요한 연구 과제라 할 수 있다. 대학촌의 바람직한 형성은 대학의 발전과도 깊은 연관이 있지만 지역사회의 발전, 지역문화의 활성에도 큰 역할을 담당한다. 그러므로 본 연구는 대학촌의 개념 및 국내외 대학촌의 유형을 알아보고, ‘대학환경’의 개념을 통해 대학촌 관련 연구의 필요성과 의의 및 연구 동향을 살펴보고, 그동안의 대학촌 개발을 위한 개발사업 추진 계획 및 진행 사례와 함께, 외국의 대학촌 상황과 개발계획의 대표적 사례를 통해 한국 대학들의 대학촌 활성화를 위한 제 정책 발전방안을 탐색하고자 한다. 대학촌 개발과 활성화를 위한 정책은 대학과 지역사회의 동반적 균형발전의 관점에서 지방자치단체, 대학 등 여러 관련주체 차원으로 종합적으로 추진되어야 한다. 그러므로 제도․법규적으로 지도․총괄할 수 있는 지방정부의 종합적이고 적극적인 대책 마련이 무엇보다 중요하다. 지방자치단체가 지방소재 대학의 대학촌 활성화를 위한 제반 지원정책에 적극적으로 참여할 수 있도록 재정 추가지원, 세제 혜택, 불필요한 규제 철폐 등 국가 차원의 제도적․행정적 지원도 더욱 확대되어야 한다. 특히 지방권역 대학들의 대학촌 발전을 위한 거시적인 지역 발전계획과 대학자체의 발전계획을 연계해 추진하여야 할 것이다. 문제는 세밀한 계획 수립과 함께, 선진국의 모범적인 대학촌의 특성을 살린 대학촌을 형성하기 위한 실천과정에서의 제도적, 행․재정적 지원 시스템 구축이다. 또한 제시된 발전 방안들이 특성화된 대학촌 구축을 위해 실천되는 과정에서 필수적으로 요청되는 대외 홍보, 투명한 행정 절차와 실질적인 재정 지원 및 재원 확보 등이 더욱 공고히 되어야 한다.
