Globalization and State's Role in Education: Meaning of Globalization in Korea

이 글의 목적은 한국적 맥락에서 교육부문에 나타나는 세계화과정과 국가역할의 관계를 탐색해 보는 것이다. 특히 한국사회에서 나타나는 세계화의 의미를 파악하고, 그것이 한국의 교육적 상황에서 어떻게 이해되고 전개되는지 알아보고자 하였다. 1990년대 중반이후부터 한국사회는 국내 정치적으로 형식적 민주화 과정이 진행되고, 대외 경제적으로 신자유주의 세계화 동형화 과정에 편입되면서 발전주의 국가에서 한국형 신자유주의 국가로의 전환과정을 거친다. 과거 발전주의 국가에서의 교육정책의 주요 역할 중 하나가 산업화와 경제성장을 위한 것이었다면, 세계화 시대의 정부의 교육정책의 목표는 생존전략, 국제 경쟁력의 확보였다. 비록 정부의 교육발전 전략이 서구의 신자유주의 교육개혁의 용어와 아이디어를 차용하고 있다하더라도, 그것은 한국식 민족주의의 변형 및 국제 경쟁력 확보를 위한 전략적 성격이 강하다. 또한 시민사회에서 나타나는 경제적 양극화와 교육불평등에 대한 반감, 반세계화 정서의 저변에는 강한 민족주의 정서가 자리 잡고 있다. 신자유주의 제도적 동형화 과정에서 한국 발전주의 국가가 신자유주의 국가로 전환되고 있는 것은 사실이지만, 한국의 국가역할 전환과 세계화 과정에는 한국사회의 특수성이 존재한다. 따라서 한국식 신자유주의 교육개혁을 이해하는 데에는 한국 발전주의 국가의 전환과정과 민족주의 이데올로기의 시대적 변형에 대한 세밀한 분석이 필요하다.

This paper analyzes the meanings of globalization in Korea and state’s role in education for globalization. The Korea’s globalization is a state-initiated and nationalist response to outside pressure, rather than a fundamental paradigm shift, the civil participation, or a pluralist approach. Although the recent decade changes indicate that Korea is being globalized, the Korean response to globaization has been shaped by the ideology of ethnic nationalism. That is another version of age-old adage, “eastern spirit, western technology.” Although the government has proclaimed the globalized education, the underlying ideology of Korea’s globalization is nationalism, which means “the national identity should be consolidated.” The state’s strategies of educational reform have been a tactical use of western-neoliberal reform and a strategic transform of nationalism for survival. Despites strong ethnic nationalism, as a long-term view, the globalization will transform the Korean education into more global, multicultural, international, and plural one by internal politics and institutional ismorphism of global system.
