Japanese Imperialism brought a land survey project into operation in 1910. It was carried out to establish a modern administration system of real-estate right as a colonial policy. The land survey project was made progress on a full-scale after the land survey act which had been greatly corrected was published in 1912. In the land survey act, the notification system of the ownership was systematized, the certificate of the land ownership was abrogated, the registration system of real estate was introduced and the notification system of changing the ownership was made. In 1913, in the second outline of land notification and the temporary land survey office's survey prescription, land tax list(Kyolsuyeonmyongbu) was situated as a basic register of land survey and the process of surveying land was arranged. The temporary land survey office made the above policies for the purpose of solving the problem of land owners' not reporting their land. The principle of registering land owner's name in the land notification showed how Japan would control Korea under the Japanese colony. In particular, the matter of dealing with land owned by non-juristic people was paid much attention. But Families, Gye(non-juristic club), Seowon(private school) and Self-governing community etc. were excluded from registration of land ownership. The ownership of Myon, Dong, Li was completely re-controled according as administrative districts were settled. The ownership of existing Dong and Li was changed into that of Myon, because Myon became the center of administration. The principle of land ownership was based on the Japanese civil law and assimilated finally Korean customary law and self-governing community. The previous existing Chosun Dynasty's registers and land notification registers were neglected from the aspect of law. However, the land survey project was proceeded on the basis of the previous existing registers and systems. The problem was that the former Chosun Dynasty's registers were not accepted, but the registers of certificate were thoroughly reflected in the process of land surveying. As a result, these facts showed colonial aspects of the land survey project.
