The East coast region of the Liaohe(遼河) river's upper & midstream area is positioned between the Dahei(大黑) Mountains and the Jilinhataling(吉林哈達嶺) Mountains. There are several localized sections inside the area, such as the upper & midstream area of the Eastern Laiohe river(東遼河), the Kouhe(寇河)~Qinghe(淸河) area, and the Shahe(沙河)~ Cihe(柴河)~Fanhe(汎河) area. Those areas respectively contains three or four smaller pockets of space due to geographical figures like plain areas or valleys. Total of 9 fortresses established by the Goguryo dynasty have been identified inside this region. There is nothing confirmed inside the Grand plain area, but several vestiges were identified from other plain or valley areas inside the barrier. Access to both the inside and outside of the fortresses seem to have been generally unrestricted, and also plenty of living space should have been secured inside the fortresses considering features of the nearby areas. This suggest that these fortresses might have served as not only defense perimeters for the dynasty's border areas but also as centers which would have been deemed highly instrumental for organizing administrative control over the local societies. When the Goguryo dynasty was beginning to annex these areas, it seems they had decided to establish fortresses at critical local areas which would serve as focal points of the dynasty's efforts to defend and control nearby areas. Since the 5th century, Goguryo also started to build middle or smaller class fortresses inside the main sections' sub-pockets as well, in order to further reinforce the dynasty's control. In the the latter of Goguryo dynasty, these continuous efforts must have resulted in an overall network of local control which would have connected both major and minor fortresses and secured the stability of the dynasty's local administration. Major fortresses should have been commanded by middle-class prefects such as the Cheoryeogeunji(處閭近支) figures, and minor fortresses by low-ranking prefects such as the Rucho(婁肖) or the Garadal(加邏達) figures.
